The drones initially developed for military purposes have become very commercialized in a wide variety of field as they are miniaturized and more popular. With technology advancing at a fast rate, drones have increased for commercial and recreational use in recent years. Police in their activities attempt to utilize drones in all sorts of ways. In particular, police make use of drones for missing persons searches which have a low probability of conflict under current legislation. With new technology, it is expected that activities from drones such as stakeouts, crime prevention for the criminal, patrol, traffic and counter terrorism will be in the future. Thus, this study reviews the potential application of drones in the police work and examines the problems and solutions accordingly. The problems resulted from the use of drones are considered by looking into the cases with the public security drones from the countries which clarify accountability for the accident or privacy policy etc. Therefore, this study suggests solutions to the legal issues regarding drones. This can be the start of the anticipative response of police for the changes in the Fourth Industrial Revolution era.

최초로 군사용 목적으로 개발된 드론은 소형화, 대중화되면서 다양한 분야에 상용화되 기 시작하여, 최근에는 상업용, 레저용으로 확대되고 기술이 집약적으로 발전되고 있는 추 세에 있다. 경찰활동에서도 드론의 적극적인 활용을 시도하고 있다. 특히 현행법상 충돌가 능성이 상대적으로 적은 실종자 수색 업무에서 우선적으로 드론을 활용하고 있는 실정이 다. 향후에는 현재까지 개발된 과학 기술력을 접목 시킨다면 범인검거를 위한 잠복이나 범죄예방, 순찰활동, 교통 및 대테러 분야에도 드론의 활약을 기대할 수 있을 것으로 예상 된다. 따라서 이 연구에서는 향후 경찰작용에서 드론활용이 가능한지를 검토해보고 이에 따르는 문제점과 이를 해결할 수 있는 방안들에 대해서 검토해 보고자 한다. 이에 따라 각국의 치안드론 활용의 사례를 통해 드러나는 법률적, 사회적 한계점으로는 사고발생시 책임소재에 관한 문제 및 사생활 등 개인정보보호에 관한 문제 등 치안드론의 활용에 따른 파생문제를 검토하고 있다. 이에 따라 드론관련 법적문제에 대한 해결방안. 드론의 행정관할에 관한 문제 등에 대한 개선책을 제시하고자 한다. 이를 통해 4차 산업혁명시대에 변화하는 치안환경에 대한 경찰의 선제적 대응 노력의 시발점이 될 수 있도록 한다.
