In this paper I have argued that burning incense is a part of cultic performances for the Queen of Heaven. The meaning of qtr is not to offer a meal-offering but burning incense in Jer. 44:21. The pi 'el form of qtr is used explicitly with the noun "incense" as a direct object. Judahites in the period of Iron Age II states assertively that by the cultic performances, such as, burning incense, Pouring out libations and making cakes they receive blessing and life by appealing to their deities including the Queen of heaven with acts of reverence. However, Jeremiah condemns the Judahites for worshipping the Queen of Heaven. Jeremiah 44 indicates that unconsecrated laypersons can perform incense offering anywhere they choose, like on their roof. Ordinary people would like to win the favour of the host heaven including the Queen of Heaven to receive blessing and well-being.
