The fourth industrial revolution is software that operates protected areas on the Internet of Things, big data, artificial intelligence, and IT technologies that incorporate ultra-high-level intelligence. Blockchain is a technology developed early in the Fourth Industrial Revolution that refers to a blockage of public transaction books or currencies. The enactment of a special law on ship financing using blockchain is a necessary element for digital financial innovation. The shipping finance, shipbuilding and shipping industries are macro-linked, so we can expect shared growth. The nation's shipping industry has been on a recovery track since 2018 amid hardships stemming from the collapse of Lehman in 2008, the loss of three shipbuilders amid a slump in the shipbuilding industry, the fast-growing aftermath of China and Hanjin Shipping's court receivership. China's strategy of securing the top spot in ship orders over the past seven years has changed the landscape of the global shipping market, with low-priced orders backed by state-run ship companies. Korea, however, has been booming with liquefied natural gas ships amid the recent big changes in the world's energy industry and shipbuilding industry. Therefore, this research suggests a plan to establish a special law on ship financing that uses blockchain to provide directions for revitalizing the nation's shipping business.

4차산업혁명은 사물인터넷, 빅데이터, 인공지능, 초고도 지능을 접목한 IT 기술 등에 보호영역을 작동시키는 Software이다. 블록체인은 4차산업혁명 초기에 개발된 기술로써 공공거래 장부 또는 화폐를 블록화 한 연결을 지칭한다. 블록체인을 활용한 선박금융특별법 제정은 디지털 금융혁신을 위한 필요 요소이다. 선박금융, 조선업, 해운산업은 거시적으로 이어지므로 동반 성장을 기대할 수 있다. 우리나라 해운산업은 2008년 리먼사태, 조선산업 불황 속 조선3사 적자, 빠르게 성장하는 중국 여파, 한진해운 법정관리 등으로 고전 중에 2018년 들어 회복세에 들어섰다. 최근 7년간 선박수주 물량 1위 자리를 중국 고수한 전략은 국영 선박기업들의 정부보조에 따른 저가수주가 세계선박시장 판도를 바꾸었다. 하지만 우리나라는 최근 세계의 에너지 산업과 조선업 큰 변화 속에서 액화천연가스(LNG)선박으로 호황을 보고 있다. 그래서 본 연구에서는 우리나라 해운사업 활성화를 위한 방향제시를 블록체인을 활용한 선박금융 특별법 제정 수립방안을 제시하고 한다.
