Over 30 years after the implementation of the local autonomy system, the local autonomy system is going to move to the era of decentralization. The 2018 Constitutional Amendment set decentralization as a national goal. The amendment to the Local Autonomy Act also presupposes decentralization. The change to decentralization means the arrival of a decentralized era that emphasizes the rights and participation of residents. In order to realize decentralization, it is necessary not only to improve the system but also to strengthen the capacity of residents through legal education. Decentralization can be realized when legal education recognizes that not only local councils but also residents are the owners of decentralization. For this purpose, Law-Related Education should be made in solidarity with relevant education, Law-Related Education about local council members and professional workers, revision of Law-Related Education support law, and so on. In addition, a variety of civil Law-Related Education should be attempted including Law-Related Education for Residents Autonomy Council. The Law-Related Education should contribute to nurturing people's interest in local work and participation with ownership. Through this, the local autonomy system of grassroots democracy will be able to settle as decentralization and take a leap forward.

지방자치제도가 시행된 지 30년이 넘어가면서 지방자치제도는 지방분권의 시대로 넘어가려고 하고 있다. 2018년 헌법개정안에서는 지방분권을 국가의 목표로 설정하였다. 또한 지방자치법개정안도 지방분권을 전제로 하고 있다. 지방분권으로의 변화는 주민의 권리와 참여를 강조하는 지방분권시대의 도래를 의미한다. 지방분권 실현을 위해서는 제도 개선뿐만 아니라 법교육을 통한 주민역량 강화가 필요하다. 법교육을 통해 지방의회는 물론 주민들이 지방분권의 주인임을 인식할 때 지방분권이 실현될 수 있을 것이다. 이를 위해서 법교육은 관련 교육과의 연대, 지방의회 의원 및 전문 인력에 대한 교육, 법교육지원법 개정 등의 노력이 이루어져야 한다. 또한 주민자치회 운영을 위한 법교육 등 다양한 시민법교육이 시도되어야 할 것이다. 법교육은 주민들이 지역의 일에 관심을 가지고 주인의식을 가지고 참여할 수 있는 소양을 기르는데 기여하여야 한다. 이를 통해 풀뿌리 민주주의라는 지방자치제도는 지방분권으로 정착하고 한단계 도약할 수 있을 것이다.
