This study explores the relationship between regional internationalization and international competitiveness of the lodging industry of Jeju Island based on Porter’s Diamond Model, also known as the Theory of National Competitive Advantage of Industries. The positive and negative effects the regional internationalization has on the competitive advantage factors are analyzed, including whether the internationalization strengthened or weakened the international competitiveness. The results show that the internationalization of Jeju Island enforced by the International Free City Policy had both positive or negative effects on factor conditions, demand conditions, related and supporting industries, and management conditions; however, overall weakening the international competitiveness of Jeju Island. The visa-free entry policy that invites a high volume of tourists greatly increased the market size of the lodging industry of Jeju Island. However, despite the fact that such Foreign Direct Investment (FDI) policy had a positive effect on its capital growth, some significant negative effects are observed including environmental destruction, pollution, increased conflicts between locals and visitors, oversupply and low-cost oriented management methods in the lodging industry. Also, minus-tours brought a downgrade in consumer needs, an excessive competition and a profit decline in the related fields. In general, the negative effects were bigger than the positive effect on the four diamond factors, weakening the international competitiveness of Jeju Island. This study examines the possible effects a local government’s internationalization policy focusing on revitalizing the local economy has on its international competitiveness, and further investigates the implications of an effective internationalization policy.

본고는 글로벌 경쟁시대에 지역의 국제경쟁력 향상을 도모하기 위한 탐색적인 연구로서 포터의 국가경쟁우위 모델을 바탕으로 제주도 숙박 산업을 사례 분석하였다. 지역의 국제화가 지역의 경쟁우위를 결정하는 요인에 주는 긍정적 및 부정적인 영향을 분석하고, 국제화가 지역의 국제 경쟁력을 향상 또는 저하시켰는가를 분석하였다. 분석결과 외자유치정책과 무비자 입국을 통해 외국관광객을 대규모로 유치하는 국제화정책으로 인해 제주도 숙박산업의 시장규모가 커지는 긍정적인 효과를 얻었다. 대규모 관광단지를 조성하기 위한 외국인직접투자 유치정책은 자본을 확충하는 긍정적인 효과에도 불구하고 자연 환경 파괴와 환경오염, 지역주민과의 갈등 고조, 숙박산업의 공급과잉과 저가위주의 경영방식 등의 부정적인 효과를 가져왔다. 또한 마이너스 투어에 의한 수요자 니즈의 저급화, 관련산업의 과당경쟁과 수익저하, 과잉공급과 과당경쟁 등의 부정적인 효과를 가져왔다. 전반적으로 4개 다이아몬 드 조건에 미친 긍정적인 효과 보다 부정적인 효과가 커서 제주도 숙박산업의 국제경쟁력은 약화되었다. 제주도 숙박산업은 국제화를 통해 시장 규모가 년 1,500만 관광객이 방문할 정도로 성장하였으나 환경오염, 공급과잉과 과당경쟁에 의한 수익저하와 생존경쟁, 임금수준 하락 등의 어려움을 안게 되어 국제경쟁력이 악화되었다. 본고는 글로벌 경쟁 속에서 지역경제를 활성화시키려는 지자체의 국제화 정책이 지역의 국제경쟁력에 어떠한 결과를 가져올 수 있는지를 분 석하고 효과적인 국제화 추진정책에 대한 시사점을 도출하였다.
