A Study on the Development Strategies of Korean Shipping for the Arctic Route by BSC-SWOT Analysis

Shipping industry is facing difficulties for a long period since 2008 due to the sinking of global shipping market along with the bankruptcy of Hanjin Shipping Co., the first carrier of Korea, and Hyundai Merchant Marine who joined conditionally the shipping alliance. In order to reducing the actual cost, the competition between world's leading corporate controlled companies are getting fierce, and it is difficult to predict the competition result due to the introduction of super-purpose technologies in order to reducing the actual cost, however continuing growth of foreign airlines and the introduction of new markets are necessary than anything. The current Arctic sea route is limited to a level of test operation along with the lack of awareness and the lack of marketability. However based on the forecast of global warming, arctic sea route is putting their aim to prepare the future's shipping point of new market based on the meteorologists forecast, which predict that the Arctic route will be commercialized nearby 2030. The detailed interview conducted with the specialists of shipping company's staffs and the specialist of institute related to the Artic route, and provided the criteria for SWOT analysis. BSC-SWOT that can analyze both exterior and interior factors has provided the four kind strategies S-O, W-O, S-T and W-T, and for analyzing the actual proof of these strategies, a survey was conducted. The result of the empirical analysis was that the Arctic route is fully valued for its future commercial channels. Korean Shipping Companies analyzed that it was possible to advance into the Arctic routes when it was commercialized, and presented its competitiveness to the outcome. It was found that variety strategies and government’s long-term plan are required to advance into the Arctic sea route. It has been confirmed that Korea and Russia are looking forward to implementing an MOU for cooperation in port development in Russia. This study is significant since it shows that Korean shipping companies have developed a strategy to cope with the commercialization of the Arctic sea route in the future. However, both domestic and overseas shipping companies’ Arctic sea routes have not been studied in great depth due to uncertainty over the possibility of future business, dangers of Arctic sea routes and the lack of awareness of Arctic and Arctic sea routes. If future global warming is accelerated so that commercialization of the Arctic sea route can be realized, it is expected that this research will be further strengthened.

외항해운산업이 2008년 이후 장기간에 걸친 글로벌 해운시장의 침체와 국내 1위의 국적선 사였던 한진해운의 도산 그리고 어렵게 조건부 2M의 해운동맹에 가입한 현대상선 등으로 어려움에 직면하고 있다. 세계 주요 선사별 원가경쟁이 치열해지고 원가절감을 위한 초대형선의 투입으로 선사 간 경쟁은 예측하기가 어려운 현실에 있지만 국적외항선사의 지속적인 성장과 새로운 시장의 선점이 무엇보다 필요하다. 현재의 북극해항로는 시험운항 정도의 수준으로 그치고 인식의 부족과 상업성이 결여되어 있으나, 지구의 온난화의 여파로 북극해항로가 2030년 전후하여 상용화된다는 기상학자의 예측을 근거하여 미래의 신규시장의 선점을 위한 준비를 목적으로 두고 있다. 국적외항선사의 임직원과 북극해항로관련 연구기관의 전문가와 심층인터 뷰를 하여 SWOT 분석의 기준을 마련했고, 외부와 내부요인 모두를 분석할 수 있는 BSC-SWOT분석으로 S-O(선택과 집중전략), S-T(위협에 대한 회피 맞섬), W-O(방어 및 탐 구방안), W-T(회피의 전략)의 4가지 전략을 도출하였으며, 그 전략들을 실증분석하기 위하여 설문조사하였다. 실증분석의 결과로서 북극해항로는 미래의 상업적 항로로 충분한 가치가 있는 것으로 분석되었고 국적외항선사는 북극해항로가 상용화되었을 때 장기적으로 물량증대와 원가절감 효과, 해운경쟁력 기여 효과, 사업다각화 효과, 규모영세성 탈피 효과, 북극항로 상업 화의 기여 효과를 유도할 수 있는 것으로 나타났다.
