An intermediary support organization is an important organization leading the revitalization of rural communities. Since the intermediary support organization is an organization operating based on the residents’ participation in the flow of the development of communities, their desirable roles and activities are very important. However, the opinions of the roles many intermediary support organizations established by the local government unit should play split much. Thus, this study aims to draw implications helpful for establishing the roles of the intermediary support organizations so that the original meaning of the installation of them will not be discolored. The research method is an in-depth interview with five persons, including experts and hands-on workers related to the intermediary support organizations as the participants. As a result of the study, first, concerning the necessity of the intermediary support organizations, it would be important to set the conditions in which many capable persons could flow into the regions so that they can operate well and to secure the diversity of programs for the empowerment model like education or discussion. Second, concerning the roles of intermediary support organizations, their roles to discover success local models and settle them and to serve as local counseling centers are important as a group of experts helping the revitalization of communities. For metropolises, the roles would be necessary centering around research and policy development, while for local governments, the education adhered to the site and the role of local networking would be important. Third, concerning the cases of the operation of intermediary support organizations, it would be urgently necessary to prepare legal institutions for their stable and steady operation, and it would be important to secure the independence of the operation of intermediary support organizations by organizing a powerful operating committee. As an academic implication of this study, it presented qualitative indices, conducting in-depth interviews with experts to establish intermediary support organizations. As a policy implication, legislation would be required so that intermediary support organizations could function properly. As a practical implication, it would be necessary to improve the work environment and treatment for recruiting experts. As limitations, it leaves much to be desired since more diverse experts could not participate due to the constraints of cost and time, and it would be necessary to be careful to generalize the result of this study since it was conducted limited to the intermediary support organizations in Chungcheongnam-do.

중간지원조직은 농촌 공동체 활성화를 견인하는 중요한 조직이다. 중간지원조직은 지역사회 개발 흐름에서 주민참여를 바탕으로 하여 운영되는 조직인 만큼 바람직한 역할과 활동이 매우 중요하다. 그러나 지방자치단체 단위로 생겨나고 있는 많은 중간지원조직이 어떤 역할을 해야 하는지에 대해 그 의견이 많이 갈리는 상태이다. 이에 중간지원조직의 본래 설치 의미가 퇴색하지 않도록 중간지원조직 의 역할 정립에 도움이 될 시사점들을 도출하는 데 본 연구의 목적이 있다. 연구방법은 중간지원조직 과 관계된 전문가와 실무자 등 5명을 참여자로 한 심층 면담이다. 연구결과, 먼저, 중간지원조직의 필 요성에 관해서는 중간지원조직이 잘 운영될 수 있도록 실력 있는 자들이 지역에 많이 유입될 수 있는 여건 조성과 교육이나 토론 등의 역량 강화 프로그램의 다양성 확보가 중요하였다. 둘째, 중간지원조 직의 역할에 관해서는 지역의 공동체 활성화를 돕는 전문가 집단으로서, 지역의 성공모델을 발굴하여 정착시키는 역할과 지역의 상담소 역할이 중요하다. 셋째, 중간지원조직의 운영 사례에 관해서는 안정 적이고 지속적인 중간지원조직의 운영을 위해 법적 제도 마련이 시급하였으며, 강력한 운영위원회의 구성으로 중간지원조직 운영의 독립성을 확보하는 것이 중요하였다. 본 연구의 학술적 시사점은 중간 지원조직 역할의 정립을 위해 전문가를 대상으로 심층 면담을 진행하여, 질적인 지표를 제시한 것이 다. 정책적 시사점은 중간지원조직이 제 기능을 하기 위해서는 법제화가 필요하다는 것이다. 실무적 시사점은 전문가 영입을 위한 업무 환경 개선과 처우 개선이 필요하다는 것이다. 한계점은 비용적·시 간적 제약 때문에 좀 더 다양한 전문가들이 참여하지 못한 부분이 아쉬운 것과 충청남도의 중간지원 조직으로 한정하여 연구를 진행하였기 때문에 일반화에 신중해야 한다는 것이다.
