This paper examines the free and open Indo-Pacific of the Trump administration focusing on goals, ways, and means as the military strategy. For this purpose, we review the Trump administration’s National Security Strategy(NSS) to find the strategic goals of the Indo-Pacific strategy. Then we investigate the ways and means of the Indo-Pacific strategy, using the strategic guidance of the U.S. Indo-Pacific Command(INDOPACOM) and the naval power of the diplomatic quadrilateral consultations(Quad) members. The Trump administration’s military and security strategy, which emphasizes 'Peace through Strength,' seeks to maintain the strategic interests of the U.S. in the Indo-Pacific region by rebuilding its military capabilities and enhancing its cooperation with allies and partners in the region. To achieve the Indo-Pacific strategic goals, the U.S. is speeding up its naval buildup, but with the rapid progress of naval power transitions in the Indo-Pacific region, it is becoming difficult for the U.S. to secure security interests with its military capabilities. The structural constraints demand the U.S. to offset them by strengthening security cooperation with regional partners.

본 연구에서는 미국 트럼프 행정부의 ‘자유롭고 개방적인 인도․태평양’이 군사전략적으로 어떠한 목표, 방법, 수단을 가지고 추진되고 있는지 살펴본다. 이를 위해 트럼프 행정부의 전략 문서들을 검토하여 인도ㆍ태평양 지역에 대한 군사전략적 목표를 파악하는 한편 미국 인도ㆍ태평양 사령부의 전략 지침과 Quad 참가 국들의 해군력을 지표로 활용하여 인도ㆍ태평양 전략의 추진 상황을 분석한다. 트럼프 행정부의 안보․국방 전략은 ‘힘을 통한 평화’를 강조한다는 점에서 이전 행정부와 구분되며, 자국 군사력 증강과 우방과의 협력 을 통해 미국의 이익을 유지ㆍ확대하고자 한다. 특히 경쟁적인 인도․태평양 지역에서 전략 목표 달성을 위해 해군력 증강에 박차를 가하고 있으나, 역내 해군력 전이로 인해 미국이 독자적으로 안보 이익을 지키는 것 은 점차 어려워지고 있다. 결국, 이러한 구조적 제약은 미국이 역내 우방과의 협력 강화를 통해 불리한 점을 상쇄하는 것, 즉 역내 ‘핵심 조력자’인 일본과의 긴밀한 공조를 바탕으로 호주, 인도와의 안보 협력을 강화하는 것을 요구하고 있다.
