The Annals of the Joseon Dynasty are historical documents not compiled for daily reference to state affairs, but for subsequent generations to utilize as reference forever. Even the Kings could not access The Annals ; only the officers who had been authorized by the King could read them. Because of this rule that even the king could not read The Annals and the manuscripts, the truth and credibility of The Annals are recognized. The Annals were evacuated by all means throughout the Japanese invasion, so at least one copy could be preserved. After the Japanese invasion it was regarded that keeping only one copy would not be safe, so The Annals were republished, so that five sets of copies were kept intact until the end of Joseon Dynasty in the early 20th century. However, the country lost her sovereignty to Japan in 1910, and the veritable records of the Joseon Dynasty were once again put into a great peril. The Korean Civil War in 1950 again put this preservation effort into danger. The Annals were evacuated to Busan in 1950 during the Korean War. After the war, when Korea recovered from the ruins of the war, The Annals were designated as the 151st National Treasure of Korea in 1973. And in 1997 it was listed in UNESCO’s Memory of the World registry. On December 20, 2016, The Yonhap News Agency reported that 60 books of The Annals were omitted from the National Treasure of Korea. An investigation team, formed by the Department of Cultural Heritage, investigated this 9 times and added these omitted books to the National Treasure in 2019. Therefore, all together 2,219 books were designated as National Treasures, which include 1,187 books of Jeongjok Mountain, 75 books of Odae Mountain, 4 books of Jeoksang Mountain, 6 books of Bongmodang, 99 books of odd volumes and unaligned leaves. In this study, I reviewed the circumstances of how the omitted The Annals were added as National Treasures after 9 investigations, the number of the volumes and books, and their current state. In addition I also looked at the latest measures to restore the degraded booklets, which have deteriorated due to the leak of rainwater. Although The Annals were listed as UNESCO’s Memory of the World, the whole affair of The Annals stored at Jeoksang Mountain is still unknown. Jigji in France was also listed as a World Record Heritage jointly with Korea and France. In the same vein, it seems necessary that The second edition of the books of Jeoksang Mountain kept in Pyongyang should be examined in full and be included in the UNESCO World Record Heritage. We need to understand the state of The Annals in full detail, preserve them and pass them on to the future generations.

『朝鮮實錄』은 국정을 행하면서 참고하기 위해 편찬한 사서가 아니고, 후세에 영구히 전승시키기 위해 편찬 한 역사 서적이다. 실록은 국왕도 열람할 수 없었고, 오로지 국왕의 허가를 받은 사관만이 사고를 열람할 수 있었다. 그것은 군주조차 실록과 사초를 열람할 수 없는 제도적 장치를 마련했기 때문인데, 이 점에서 실록의 진실성과 신빙성을 인정받고 있는 것이다. 실록은 전란을 통해서도 혼신을 다해 소개시켰으므로, 유일본이 전래 될 수 있었다. 전후 안정기에 들자 유일본만 장치하는 것은 매우 위험하다 생각하여 복본을 제작하여 분장하였다. 따라서 조선시대에 제작한 실록의 내용은 지금까지 온전하게 전래되고 있다. 이 실록은 6․25전쟁 기간에도 부산으로 소개시켜 위험에서 구출했었다. 전쟁의 참상이 어느 정도 복구되자 1973년 12월 31일 국보 제151호로 지정하였다. 1997년 10월 1일에는 유네스코의 세계기록유산으로도 등재시켰다. 그런데 2016년 12월 20일 연합뉴스는 박상현 기자의 보도로 『朝鮮實錄』 중 국보로 지정되지 않은 책이 60여 책이라 보도하였다. 이에 문화재청에서는 실록지정조사단을 구성하여 모두 9회에 걸쳐 조사한 후, 2019년 6월 26일 추가로 지정해 국보에 편입시켰다. 따라서 정족산본 1,187책, 태백산본 848책, 오대산본 75책, 적상산본 4책, 봉모당본 6책, 낙질과 산엽본 99책, 도합 2,219책이 국보로 지정되었다. 이에 본고에서는 9차의 조사를 거쳐 국보로 추가 지정된 사정, 권수, 책수, 현재 상태에 대해 살펴보았다. 아울러 浸濕으로 劣化된 실록의 복원을 위한 최근의 조치에 대해서도 살펴보았다. 그러나 유네스코의 세계기록 유산으로 등재된 실록이지만 아직 적상산본에 대해서는 전모를 알 수 없는 실정이다. 프랑스에 있는 『백운화상 초록불조직지심체요절』도 한국과 프랑스 공동으로 세계기록유산에 등재시킨 바 있다. 같은 맥락으로 평양의 적상산본도 전수를 조사해서 세계기록유산에 포함시킬 필요가 있을 것으로 보인다. 실록의 전모를 보다 자세하 고 정확하게 파악하여 자손만대에 전승시켜야 할 것이다.
