The Police Assigned for Special Guard have played an important role in the public safety field of our society as an axis of national facilities. In the meantime, there have been many discussions on recruiting excellent police officers, systematic education and training, and granting strengthened authority and responsibilities when carrying out work. Furthermore, there is a need to improve the legal and institutional environment of police officers. To this end, the definitions of the police Assigned for Special Guard law should be clarified, and the weapons and management regulations should be more specific. As the proportion of special guards under the Security Business Act replaces police Assigned for Special Guard's duties increases, the service regulations and legal responsibilities of police Assigned for Special Guards also need to be changed. The police Assigned for Special Guard system is a system that should be developed as the most suitable security resource in our situation in terms of strengthening private security capacity and establishing a security community to create social conditions and structures for security cooperation.

청원경찰은 국가중요시설 경비의 한 축으로 그동안 우리 사회의 공공안전 분야에서 중요한 역할을 맡아 왔다. 그동안 청원경찰의 우수 인력 채용, 체계적인 교육훈련, 업무 수행 시 강화된 권한과 책임의 부여 등에 대하여 많은 논의가 있었고, 더 나아가 청원 경찰의 법적 제도적 환경을 개선해야할 필요가 제기되어 왔다. 이를 위하여 청원경찰법령의 정의 규정을 명확히 하고, 무기 및 관리 규정을 더욱 구체적으로 정비해야 한다. 「경비업법」에 의한 특수경비원이 청원경찰의 업무를 대 체하는 비율이 높아지면서, 청원경찰의 복무규정 및 법률적인 책임도 변화를 필요로 하 게 되었다. 특히 벌칙 규정의 정비를 통하여 사회 안전망으로서 청원경찰제도를 유지 발전시키고, 새로운 기준에 맞는 새로운 기준이 적용되어야 할 것이다. 청원경찰제도는 민간의 치안역량을 강화하고 치안공동체를 구축하여 치안협력을 기 할 수 있는 사회적 여건과 구조를 만들어 나가야 한다는 측면에서 우리나라 상황에서 가장 적합한 치안자원으로 발전시켜 나가야 하는 제도이다.
