This study developed indicators to measure the level of fiscal decentralization of the previous governments, and then compared the level of fiscal decentralization through these indicators. What makes the decentralization indicator unique in this study is the inclusion of a view of the fiscal gap between the capital regions and non-capital regions. To measure the level of fiscal decentralization, this study developed indicators to measure fiscal decentralization. Based on these indicators, we measured the level of financial decentralization of the governments of the current Moon Jae-in administration and the previous governments since the former Roh Moo-hyun administration. In the case of the Moon Jae-in government, the decentralization policy is in progress, so the level of fiscal decentralization was measured by dividing it into those completed by 2019 and those to be carried out afterwards. As a result of measuring the level of fiscal decentralization of the Moon Jae-in government, decentralization levels were found to be three of upper level and two of lower level by 2019, and four of upper level and ten of upper level considering the decentralization policy going forward. In the case of the Roh Moo-hyun government, the upper, six, four of middle level, and seven of lower level were found. The Lee Myung-bak administration was five of upper, seven of lower, and the Park Geun-hye administration two of upper and four of lower level. In this study, in order to more easily express these decentralization levels, the ratios of upper, middle, and lower of the indicators were 3: 2: 1, and the scores were also calculated. As a result, the Moon Jae-in government's 16 points by 2019, 20 points for the plan to be implemented later, 34 points for the Roh Moo-hyun government, 22 points for the Lee Myung-bak government, and 7 points for the Park Geun-hye government. The fiscal decentralization policy implemented by the Roh Moo-hyun government was the highest among all governments.

이 연구는 역대 정부의 재정 분권의 수준을 측정하는 지표를 개발한 후 이 지표들을 통해 재정 분권의 수준을 비교하는 연구를 진행하였다. 재정 분권 지표를 개발에 특이한 것은 수도권과 비수도권 간의 재정 격차관점을 포함한 것이다. 재정 분권의 수준을 측정 하기 위하여 이 연구에서는 재정 분권을 측정할 수 있는 지표들을 개발하였다. 이 지표 들을 중심으로 현 문재인 정부와 이전 노무현 정부 이후 역대 정부의 재정 분권의 수준 을 측정하였다. 문재인 정부의 경우 현재 그 재정 분권 정책이 진행 중이기 때문에, 2019 년까지 완성된 것들과 그 이후 진행될 것들로 나누어 재정 분권의 수준을 측정하였다. 문재인 정부의 재정 분권의 수준을 측정한 결과, 2019년까지 분권 수준이 상 3개, 하 2개 로 나타났고, 그 이후 진행될 재정 분권 정책을 고려할 때 상 4개, 하 10개로 나타났다. 노무현 정부의 경우 상 6개, 중 4개, 하 7개로 나타났고, 이명박 정부는 상 5개, 하 7개, 박근혜 정부는 상 2개, 하 4개로 측정되었다. 이 연구에서는 이들 분권 수준을 더 쉽게 표현하기 위하여 측정 지표 중 상, 중, 하의 비중을 3:2:1로 하여 점수로도 계산하여 보았 다. 그 결과 2019년까지 문재인 정부 16점, 이후 실행될 계획의 경우 22점, 노무현 정부 34점, 이명박 정부 20점, 박근혜 정부 7점으로 환산되었다. 역대 정부 중 노무현 정부에 서 펼친 재정 분권 정책이 가장 높은 것으로 나타났다.
