This study aims at investigating new initiatives of U.K for preventing the youth cyber gambling issues. Few studies were conducted regarding the effective policy toward increased numbers of young online gamblers and their problematic behaviors in South Korea. The online cyber gambling behaviors which are committed by young adults have been highly associated with numerous social media online games. The SNS based online games do have grey areas for being considered as absolute illegal business markets which cause young youths are vulnerable to commit gambling in cyber space. In this context, the present study focuses on dealing with the potential problems of youth online gambling style games and new preventive strategies of U.K government. It is necessary to examine the advanced responses of foreign countries in dealing with the issues of youth cyber gambling before Korean government initiates a new policy to control and combat the problems of online gambling behaviors. The present study articulated the major key points of Gambling Act 2005 and summarized the revised Gambling Act 2014 of U. K by highlighting the enhanced prevention strategies toward young online gamblers. Gambling Act: Licensing and Advertising 2014 of U. K contributed an important example role to change and modify future responses of South Korean government in deterring and preventing cyber gambling problems of youths. Moreover, nine guidelines from U. K Gambling Commission and Responsible Gambling Strategy Board were introduced by understanding the necessity of revision procedures of youth cyber gambling issues. Further policy implications will be discussed.

최근 우리나라 청소년 사이에서 사다리, 달팽이 등 실시간 미니게임이 불법 도박의 형태로 크게 확산되는 추세에 있다. 불법 스포츠 토토와 함께 SNS 등의 미니게임 광고를 통한 청소 년 사이버도박이 심각한 사회문제로 대두되고 있는 것이다. 그러나 여전히 청소년들이 온라 인 공간에서 하는 베팅에 대해 “도박”이 아닌 하나의 확률형 아이템 “게임”이라는 인식이 팽 배해 있다. 범정부 차원의 청소년 사이버도박 정책은 아직 제대로 이행되지 않고 있고, 게임 산업 육성이라는 명분에 청소년의 온라인 도박 중독 문제가 충분한 관심을 받지 못하고 있는 상황이다. 이런 맥락에서 이 연구에서는 영국의 사이버도박 규제 변화 흐름과 관련 규제 방향 및 예방 프로그램을 살펴보고, 향후 우리나라 청소년 사이버도박 정책의 방향을 영국 사례에서 찾아보고자 한다. 최근 영국 정부는 10대 청소년들의 사이버도박 급증 문제로 이전의 도박 정책을 대폭 수정하여 강도 높은 사이버 도박 규제 움직임을 보이고 있는 바, 이를 검토하여 향후 우리나라 청소년 사이버도 박 규제정책의 작은 밑거름으로 활용해야 할 것이다. 2018년 영국 “책임도박 전략 위원회”가 제시한 청소년 도박 예방 원리를 보면, 게임형 도 박에 대해서도 일반 오프라인 도박과 같이 강경한 도박 규제정책을 적용하고 있다. 영국의 사 이버 도박 정책을 검토한 후, 빠른 시일 내에 영국과 같이 확률형 랜덤 박스 방식의 게임형 도박에 대한 새로운 대응 정책이 우리나라에도 도입되고, 이를 통해 청소년 사이에서 급증하 고 있는 미니게임 방식의 사이버도박 문제가 효과적으로 근절되기를 바란다.
