The existing environmental permitting and licensing system has been successful in resolving the environmental problems raised during the rapid industrialization process, but it has not adequately reflected the rapidly changing industrial characteristics and technological development. Inefficient environmental improvement has been achieved by duplication of licenses and permits, crackdown for detection, and uniformed application of standards. In addition, the concept of perpetual licensing has not been able to guarantee the development of environmental technology or the efforts of enterprises. In response to this, the Ministry of Environment introduced and implemented advanced environmental administration through integrated management of the environment and Integrated Environment Permitting System. In this paper, we introduce the Integrated Environmental Authorization System and provide guides for the the companies to adapt quickly to the reinforced contents compared to the previous system such as environmental impact analysis, establishment of authorized emission standards, and application of BAT

기존 환경 인허가 제도는 급속한 산업화 과정에서 대두된 개별 환경문제의 해결에는 성 과가 있었으나, 급변하는 산업특성과 기술발전을 적절히 반영하지 못하고 있었으며, 인허 가의 중복과 적발위주의 단속 등으로 인한 비효율, 획일적 기준 적용과 영구허가 개념이 환경기술의 발전이나 기업의 노력을 담보하지 못하고 있는 문제가 제기되었다. 이에 따라 환경부에서는 사업장의 환경에 대한 통합적 관리 및 통합환경허가시스템을 통한 선진 환경행정을 도입하여 시행하고 있다. 본 연구에서는 통합환경허가제도와 사업 장의 대응방안을 소개함으로써,대상사업장이 환경영향분석과 허가배출기준 설정, 최적가 용기법 등 종전의 제도에 비하여 강화된 내용에 빠른 시간 내에 적응할 수 있도록 가이드 를 제공하고자 한다.
