Sports welfare is important for the underprivileged because it is a group that can be discriminated and excluded from participating in sports activities. Korea should desperately try to provide institutional conditions to enable rehabilitation sports for the underprivileged, and social welfare, cultural welfare and other sports for professional sportsmen's needs, basic living rights and survival rights. And it is necessary to plan, develop and operate public services to improve the quality of life of the socially underprivileged through sports. Therefore, this study aims to establish the rehabilitation sports welfare integrated model for the socially underprivileged in order to activate the sports participation of them and to develop the integrated model of rehabilitation sports welfare (plan) and the integrated system of rehabilitation sports facilities for the socially disadvantaged. As a result, the integrated rehabilitation sports welfare model for the socially disadvantaged will contribute to a sport welfare state of developed countries as a systematic and efficient health management system.

사회적 약자에게 스포츠 복지 문제에 참여하는데, 차별을 받고 배제될 수 있는 집단이기 때문이다. 우리나라는 우선적으로 사회적 약자를 위한 재활스포츠와 스포츠 취약계층 그리고 전문체육인의 욕구와 기본적인 생활권, 생존권을 보장한다는 점에서 사회복지, 문화 복지와 다른 스포츠를 통한 삶이 가능하도록 제도적인 여건을 제공하는 것이 절실히 요구되며, 스포츠를 통하여 사회적 약자의 삶의 질을 높이기 위한 공공서비스를 기획, 개발 및 운영하는 것이 필요한 시점 이라 생각된다. 본 연구는 사회적 약자의 스포츠 참여를 활성화하고 우리나라의 스포츠복지를 체계적이고 효율적으로 실현하기 위해서 사회적 약자를 위한 재활스포츠 복지 통합모델을 구축하고자 재활스포츠 복지통합모델(안)과 재활스포 츠 복지 통합 모델구축 활용방안(안)을 수립하고 사회적 약자를 위한 재활스포츠 시설통합시스템 구축 및 운영(안)을 개발하였다. 그 결과 사회적 약자를 위한 재활스포츠 복지 통합모델은 체계적이고 효율적인 건강관리 시스템으로써 선진 국형 스포츠 복지 국가가 될 수 있도록 할 것이다.
