One of the most important reasons for maintaining the North Korean regime is due to the systematict and tight national social control mechanism. Social Control Mechanisms include Party organizations, National Security Agency and People’s Security Agency, Socialist legal life guidance committees, and People’s class. However, while the economic hardship may reduce party’s authority, party’s central structure is not changing. National Security Agency is organized under the Sate Council, and the main task is to search for dissidents of social control organizations directly managed by Kim Jong-un and collect information on South Korea and the outside world. In particular, the reactionary molecules are searched for, so they are punished if they are caught by the National Guard. The People’s Security Agency was established for the purpose of maintaining social safety and order, The purpose is to defend the Kim Jong-un regime. The lowest organization has 20 to 30 security officers, The people’s Guard of the people’s Security agency has a class, like military organizations. 북한이 유지되는 중요한 이유 중 하나가 조직적이며 빈틈없는 국가사회통제기제에 의한 주민통제 때문이다. 사회통제기구로는 당 조직, 인민보안성, 국가보위성, 인민반제도, 사회 주의법무생활지도위원회 등이 있다. 당 조직 중 당 세포는 최하위이다. 이 조직들은 조선노 동당 이념과 및 방침이 잘 지켜지도록 당원을 독려하고, 일반주민들을 지도한다. 물론 경제 난으로 인해 노동당 권위가 실추되었지만 기본적으로 당 중심구조는 변화지 않고 있다. 국가보위성은 조직상 국무위원회 직속으로 되어 있으며 김정은이 직접 관장하는 사회통제 기구로, 대남 및 대외정보 수집과 반체제 인사들 색출을 주 업무로 하고 있다. 특히, 종파분 자 색출이 핵심으로 보위부에 잡혀오면 정치적 처벌이 면제되기 어려우므로 주민들은 보위 부원을 공포의 대상으로 여기고 있다. 인민보안성은 과거에는 사회안전부로 사회 안전과 질 서유지 목적으로 설립되었으나, 김정은 정권을 결사옹위 하는데 있다. 최말단 조직은 분주소로서 20~30명의 보안원이 있으며, 인민보안성 인민경비대는 군대 조직처럼 계급이 주어지고 있다. 북한사회는 잘 조직된 통제조직과 통제망을 효율적으로 작동시켜 경제난에도 북한체제가 유지되고 있는 것이다. 그래서, 사회통제기구의 핵심조직인 국가보위성과 인민보안성에 대하 여 세부적으로 분석을 하였다. 결론적으로 북한체제는 사회통제기구의 작동으로 당분간 버텨 낼 것이다. 그러나 사회통 제기구의 작동에 한계가 있으므로 점차적 개방으로 언젠가는 변화가 될 것이다. 논문에서 제기한 것처럼 북한체제가 긍정적인 방향으로 유도가 될 수 있도록 남한의 적극적인 노력과 준비가 항상 필요하다.
