The U.S. defined China as a revisionist power from the 2019 Indo-Pacific Strategy Report. The U.S. perceives and contains China as a challenging power against international norms and established order through coercion and power . Free and open Indo-Pacific strategy is a synchronized strategy of peace, security and economic prosperity through power. The strategy aims to establish international frontline in order to share standard values, norms, principle and free competition. Under the geopolitical-economic competition between free order and coercive order. Indo-Pacific strategy attempts to build coalition with allies and partners in order to cope with emerging threats, proliferations of mass destruction of weapons, abide by international law in Indo-Pacific region, and assure freedom of navigation and flight in South China sea and Indian Ocean. Considering prospects on the U.S.-China relations, national interest consisting of national security through comprehensive security assessment, values and economic prosperity, and linkage between South Korea’s Neo-Southern Policy and Indo-Pacific strategy, the Republic of Korea should join Indo-Pacific strategy.

자유롭고 열린 인도-태평양 전략은 힘에 기반한 평화와 안보, 경제적 번영의 통합전략이다. 국제 규범과 원칙, 자유경쟁이 지배하는 질서를 유지하고 가치를 공유하기 위한 국제전 선을 구축하는 전략이다. 자유질서 대 억압질서 간의 지정학적 경쟁 속에서 새로운 위협과 대량살상무기 확산에 대응하고, 인도-태평양에서 국제법 준수, 남중국해 항해 항공의 자유를 보장하기 위해 동맹국 및 우호국가들과 연대하는 정책이다. 한국이 인도-태평양전략에 참여할 것인가를 판단할 때 ① 군사력, 경제력, 글로벌 리더십 등 고려할 때 향후 30년 이상 미국이 중국보다 상대적 우위 유지, ② 국가의 안전 보장, 자 유민주주의와 시장경제·인권·법치주의 가치 수호, 경제적 번영 등 국가이익 측면 , ③ 한국 의 신남방정책과 인도-태평양전략 간의 협력 영역 등을 종합적으로 고려할 때, 한국은 인도 -태평양전략에 가입하는 것이 바람직하다.
