CPTPP is the first FTA whose texts accommodate the concept of inclusive growth. The aim of this article is to critically review and analyze the provisions related to inclusive growth specified in CPTPP chapters. This article also provides suggestions for Korea’s FTA strategy based upon the analysis of CPTPP. First, it is necessary to set inclusive growth as one of the FTA negotiation goals. Second, FTA negotiation should focus on the liberalization of potentially fast-growing industry such as digital trade in order to achieve inclusive growth. Third, trade norms should be established in a way to pursue both trade enhancement and social value. Fourth, Korea’s model texts should be prepared in order to reflect the goal of inclusive growth during the negotiation. Finally, an implementing committee should be in place in order to monitor whether the goal of inclusive growth is well implemented.

CPTPP는 포용적 성장(Inclusive Growth)이라는 가치를 협정문에 명시적으로 드러낸 최 초의 FTA라고 할 수 있다. 본고는 포용적 성장이 CPTPP 협정문에서 어떻게 규범화되고 있는지에 대하여 비판적으로 검토하고 분석하였다. 이를 바탕으로 향후 한국의 FTA 협상 과 관련하여 다음과 같은 제언을 하고자 한다. 첫째, 포용적 성장을 FTA 협상 목표의 하 나로 설정할 필요성이 있다. 둘째, 통상이 포용적 성장을 위한 좋은 도구임을 인식하고 FTA 협상에 있어서 성장 가능성이 높은 분야의 자유화를 촉진하고 지원할 필요성이 있다. 셋째, 무역의 증가와 사회적 가치 추구가 동시에 이루어질 수 있는 방향으로 통상규범을 정립해 갈 필요성이 있다. 넷째, 포용적 성장을 FTA 협정문에 반영할 수 있는 한국형 표 준 문안(Model Text)을 마련하여야 할 것이다. 마지막으로 협상 이후에도 포용적 성장이라 는 목표가 제대로 이행되고 있는지를 검토하고 보완할 수 있는 점검체계가 구축되어야 한다.
