The government is building a digital maritime radio communication infrastructure by promoting GMDSS modernization and Korean e-Navigation. High Speed Maritime Wireless Network(LTE-Maritime) promoted by Ministry of Maritime Affairs and Fisheries will enable mobile communication of 10Mbps up to 100km at sea. This communication environment is expected to change from Distress Signal Transmission System to Digital Automatic Distress Signal Transmission System. Therefore, this study is meaningful in investigating the current situation about maritime police distress communication system according to the change of communication environment and deducing an improvement measure. This study investigates fishing vessel accidents and distress communication status in Korea, compares the national position sending system of the Fisheries Cooperatives Safety and Fisheries Agency for management of fishing vessels and suggests ways to improve the disaster safety communication system of KOREA COAST GUARD to guarantee the life and safety of fishermen. It is hoped that the results of this study will be reflected in the Search and Rescue Policies of KOREA COAST GUARD and protect the precious lives and property of the people.

정부는 GMDSS 현대화 작업과 한국형 e-Navigation 사업을 추진하여 디지털 해 상무선통신 인프라를 구축하고 있다. 해양수산부에서 추진 중인 초고속 해상무선통 신망(LTE-Maritime)은 해상에서 최대 100km까지 10Mbps의 모바일 통신이 가능해 질 것이다. 이러한 통신환경은 음성에 의존하던 조난신호 발신체계에서 디지털 자동 조난신호 발신체계로 변화를 가져올 전망이다. 따라서 이 연구는 통신환경 변화에 따른 해양경찰 조난통신체계의 현 실태를 조사하고 개선 방안을 도출하는데 의의가 있다. 우리나라 어선사고와 조난통신 수신현황을 조사하고, 어선관리를 위한 수협 어 선안전조업국의 국가 위치발신시스템을 비교하여 어민의 생명과 안전을 보장하기 위 한 해양경찰 재난안전 통신체계 개선 방안을 제시하고자 한다. 이 연구 결과가 해양 경찰의 수색구조 및 해양안전 정책에 반영됨으로써 소중한 국민의 생명과 재산을 보 호할 수 있기를 기대한다.
