This paper seeks to promote participation in overseas elections. A high abstention rate in the 90 percent range is because the political suffrage, which is a nature right guaranteed by the Constitution as a citizen of the Republic of Korea, has been complicated as institutional, political and personal factors. It conducted a survey of overseas voters who abstained from the last 20th National Assembly election in 2016 on how to boost their participation in overseas elections. The survey results are as follows. First, the online voting system should be brought in overseas elections. Second, the postal ballot should be introduced. Third, the expansion of overseas polling stations is needed. Fourth, short-term residents, who are not permanent residents, should be required to participate in parliamentary elections in their constituencies along with proportional representation votes since they have their addresses in Korea. Fifth, the law on national referendums, which is unconstitutional, should be swiftly revised to ensure the voting rights of overseas Koreans in important matters of the country, including the revision of the Constitution. The 21st National Assembly election is planned for April 15, 2020. The 21st National Assembly should promote to revitalize overseas elections by reforming laws and institutions.

이 논문은 재외선거 ‘기권요인’에 대한 연구(2018) 이후 후속 논문으로, 재외한인들의 기권요인 분석을 토대로 재외선거 참여 활성화를 모색해 보고자 하는 논문이다. 재외선거권은 거주국의 시민권자를 제외한 영주권을 갖은 재외국민과 단기체류자에게 헌법상 부여된 참정권이다. 대한민국 국민으로서 헌법이 보장한 고유한 권리인 정치적 참정권이 제도적 정치적 개인적 정치지향점 들이 복잡하게 얽혀 90%대의 높은 기권율을 보이고있다. 지금까지 4회에 걸쳐 실시된 재외선거 참여율이 낮다고 이 제도를 폐지할 수는 없다. 이 연구는 지난 20대 국회의원 선거에서 기권한 북미지역 유권자 174명을 대상으로 재외선거 참여 활성화 방안에 대한 설문조사를 진행하였다. 이 설문조사 결과는 첫째, 재외선거에 인터넷투표를 허용하는 제도 개선이 필요하다. 둘째, 우편투표제를 도입하기 바란다. 셋째, 투표소의 확대가 필요하다. 넷째, 영주권자가 아닌 단기체류자들은 한국에 주소가 있기때문에 비례대표 투표와 함께 지역구 국회의원 선거에 참여하도록 한다. 마지막으로 위헌상태인 국민투표법을 신속하게 개정하여 헌법 개정 등 국가의 중요한 일에 대해 재외국민들의 투표권을 보장해야 한다. 2020년 4월 15일 제21대 국회의원 선거가 예정되어 있다. 제21대 국회에서 재외선거 관련법과 제도를 개선하려면 높은 등록률과 투표율이 요구된다. 제21대 국회에서 법과 제도 개선을 통해 재외선거 활성화를 도모해야 한다.
