The purpose of this study is to identify the effects of disaster damage on social discontent and to verify the adjustment effect of national service support on it for the purpose of developing strategies for alleviating social discontent of disaster victims. The 2017 panel for tracking changes in the lives of disaster victims established by the National Institute of Disaster and Safety in Korea were utilized for this study, and the data from a total of 1,452 individuals were analyzed using SPSS 22.0. The main results are as follows. First, among all types of disaster damages, economic damage was found to have a significant positive effect on social discontent. Second, psychological damage was also positively associated with social discontent. Third, national service support was shown to have a significant positive adjustment effect only on the relationship between psychological damage and social discontent. The results of this study mean that the national service support in Korea has not been efficiently performed in a way to reduce psychological damage and social dissatisfaction of disaster victims. Therefore, it is necessary to identify the detailed characteristics of each victim of psychological damage in order to provide a more systematic and efficient national service support.

본 연구의 목적은 재난피해가 사회적 불만에 미치는 영향을 파악하고 이에 대한 국가 서비스 지원의 조절효과를 검증하여 피해자들의 사회적 불만을 완화시킬 수 있는 방안을 도출하는데 있다. 이를 위해 국립재난안전연구원에서 구축한 재난피해자 삶의 변화 추적패널 2차 년도(2017년)자료를 활용 하였으며, 결측치를 제외한 총 1,452명을 분석대상으로 하였다. 자료 분석을 위해 SPSS 22.0을 활용 하였으며 주요 결과는 다음과 같다. 첫째, 재난피해의 유형 중 경제적 피해는 사회적 불만에 정적(+) 으로 유의미한 영향을 미치는 것으로 나타났다. 둘째, 심리적 피해 역시 사회적 불만에 정적(+)으로 유의미한 영향을 미치는 것으로 나타났다. 셋째, 국가 서비스 지원은 심리적 피해와 사회적 불만의 관계에서만 정적(+)으로 유의한 조절효과가 있는 것으로 나타났다. 본 연구의 결과는 재난피해자의 심리적 피해와 사회적 불만을 감소시키는 방안으로서 국가 서비스 지원이 효율적으로 이루어지고 있지 않다는 것을 의미한다. 따라서 심리적 피해를 입은 피해자들에게 국가 서비스 지원이 이루어질 때, 개개인의 특성을 구체적으로 파악하여 보다 체계적이고 효율적인 지원 방안을 모색해야한다.
