This paper aims at conducting a quantitative assessment of the potential economic effects of the Regional Comprehensive Economic Partnership (RCEP) on the global economy using a global multi-sector computable general equilibrium (CGE) model. The RCEP is a proposed FTA in the Asia-Pacific region between the ten member states of the Association of Southeast Asian Nations (ASEAN) and their five FTA partners (Australia, China, Japan, New Zealand, and Korea). India, ASEAN's sixth FTA partner, opted out of the agreement in 2019. Depending on the participation of India and the level of trade liberalization in terms of tariff reduction, four policy scenarios on the RCEP are conducted. GTAP database version 10 released in September 2019 is used for this study, the base year of which is 2014. The potential economic effects of the 4 scenarios are represented in terms of export and import volumes, terms of trade, trade balance, real GDP, and equivalent variation (EV) for welfare. Most of the participating countries of the RCEP are expected to gain an additional economic growth in terms of real GDP and welfare in terms of EV from the RCEP, while all the non-participating countries of the RCEP except the Rest of the World (ROW) are expected to experience an additional loss of economic growth and welfare.

본 논문에서는 2019년 11월 4일 태국 방콕에서 15개 국가 정상들이 합의한 역내포괄 적동반자경제협정(RCEP)이 출범하는 경우, 세계 경제에 미칠 것으로 예상되는 영향을 연산가능일반균형(CGE)모형을 이용하여 분석하였다. 자료는 2019년 9월에 출시된 GTAP DB Version 10을 활용하였다. 본 연구의 목적에 맞추어 GTAP DB Version 10에 포 함된 총 141 지역(국가)를 22개 지역(국가)로 통합하였으며, 65개 산업을 15개 산업으로 통합하였다. RCEP에 관한 정책시나리오에서 인도의 참여 여부와 무역자유화 (관세인 하) 수준에 따라 4개 시나리오를 설정하였다. RCEP의 경제적 영향을 22개국의 수입물 량, 수출물량, 교역조건, 무역수지, 경제성장(실질GDP) 및 후생수준에 미치는 영향으로 나누어 살펴보았다. RCEP이 출범하면 RCEP의 회원국 경제는 실질GDP와 후생수준이 증가할 것으로 분석되었으며, RCEP이 참가하지 않는 국가는 실질GDP와 후생수준이 감 소할 것으로 전망되었다.
