The current defense industry crisis is caused by a number of factors, including a lack of demand limited to the government’s demand, a lack of technology at companies, weak exports, defense policies and acquisition systems. Among them, the acquisition system problems can be divided into requirements planning, project management, contract and cost, and test and evaluation issues, which are also recognized as major factors. The weapon system is developed more than a decade ago by investing a large amount of budget to achieve the ROC required by the military in an environment where performance is set up and except in special cases, it is difficult to change. However, if the established ROC fails to achieve 100% in the test and evaluation period, there is a problem that projects are suspended or powering is delayed, leading to budget waste and power vacuum. I believe that if we can solve these problems, our crisis-hit defense industry will greatly help us find vitality. Based on the recognition of these problems, the weapon system testing and evaluation system that is currently applied was diagnosed and the improvement measures were studied.

현재의 방위산업 위기는 기술력 부족, 수요부족, 수출부진 및 획득 제도 문제 등이 여러 요인으로 분석되고 있다. 소요기획, 사업관리 및 시험평가 등의 획득 제도 중에서 시험평가도 주요한 요인으로 인식되고 있다. 무기체계는 10년 전에 성능이 설정되고 특별한 경우를 제외하고는 변경이 어려운 환경에서 많은 예산을 투자하여 설정된 목표를 달성하기 위해서 개발을 하게 된다. 하지만 설정된 목표를 100를 달성하지 못하면 사업이 중단되거나 전력화가 지연되어 막대한 예산 낭비와 전력공백이 생기는 문제가 발생되고 있다. 이러한 문제들을 해결하지 못한다면 위기에 처한 국내 산업은 더욱 침체의 늪으로 빠질 것이고, 전력증강도 효율적으로 추진하지 못할 것으로 본다. 이러한 문제 인식에 기초하여 현재 적용하고 있는 무기체계 시험평가 제도를 진단하여 개선 및 발전방안을 제시하였다.
