The purpose of this study is to discuss the relationship between democracy and the rule of law which are the important educational contents of politics and law, and to explore educational methods by which the both sides can be combined in practice for democratic citizenship education. To achieve this, this study has examined discussions about the aspects of assignment of contents related to democratic politics and law as regards combining both sides in the history of social studies curriculum. Based on the results, this study clarified that politics and law, particularly democracy and the rule of law have dynamic linkage relationship, and pointed out the necessity of combining both sides for more suitable democratic citizenship education. And this study has suggested practical educational method of combining democracy and the rule of law in classroom at an suggestive level on the basis of idea that social studies ought to be educated in relation to real society in which democratic citizenship should be practiced. For more suitable democratic citizenship education, it is necessary to make classroom into the field of practice in which students can learn by experience that democratic politics and law or democracy and the rule of law are the principles of life.

본 연구의 목적은 민주시민교육을 위해 정치와 법 영역의 중요한 교육 내용 요소로서 민주정치와 법치 주의의 관계를 논의하고 이를 연계적으로 교육할 수 있는 실천적 방안을 탐색하는 데 있다. 이를 위해 민주정 치와 법 영역 내용의 상호 연계적 측면과 관련하여 사회과 교육과정의 역사 속에서의 배정 양상과 관련 연구 들에서 이루어진 논의들을 살펴보았다. 이를 바탕으로 정치와 법, 특히 민주주의와 법치주의가 상호 동적 연 관 관계에 있음을 밝히고, 보다 적합한 민주시민교육을 위해 양자 간의 상호 연계적 교육이 필요하다는 점을 지적하였다. 또한 사회과교육은 민주시민성이 발현되어야 할 실제 사회와의 연관 관계 속에서 이루어져야 한 다는 생각을 바탕으로 작은 사회로서 학급 속에서 민주주의와 법치주의의 연계적 교육 실천 방안들을 예시적 수준에서 제안하였다. 민주시민교육이 보다 적합성 있게 이루어지기 위해서는 학생들이 민주정치와 법 또는 민주주의와 법치주의를 단지 교과서 속의 내용으로만 접하도록 하기보다 그것이 우리의 공동생활 속에서 실 제로 작동되는 생활 속의 원리임을 체험적으로 익힐 수 있도록 학급을 민주주의와 법치주의를 실험하고 배울 수 있는 실천의 장으로 만들어갈 필요가 있다.
