This study examines the possibility of recycling into closed schools in urban areas that occur due to urban hollowing out, development of new towns, and reduction of the population of school age in the current situation, which is far below the actual installation of youth training facilities stipulated in the Youth Promotion Act. In particular, of the various utilization methods proposed in the Special Act on the Utilization of Closed School Property, the Act was included in Section 2-3 to explore the possibility of utilization as a "Youth Training Facility" and ways that could be To this end, the government will consider the use cases of closed schools, analyze the laws and policies related to closed schools, and examine the best use cases and places operated in a similar sense to the youth training facilities. 본 연구는 ‘청소년활동진흥법’에 명시된 청소년수련시설 설치조항에 비해 실 제 설치현황은 한참 못 미치는 현재 상황에서, 도심공동화와 신도시 개발, 학령 인구 감소 등으로 발생하는 도심 속 폐교를 활용한 청소년수련시설로의 재활용 가능성을 타진한다. 특히, 폐교재산 활용을 위한 특별법’에 제시된 다양한 활용방법 중 2조 3항의 내용 중 ‘청소년수련시설’로서의 활용 가능성과 실제로 적용 가능한 방안을 모색하고자 한다. 이를 위하여 폐교의 활용사례를 고찰하고, 국내의 폐교관련 법률과 정책을 분석하며, 우수한 활용사례와 그중 청소년수련시설과 비슷한 의 미로 운영되는 곳들을 답사하여 분석할 것이다. 이를 통해 청소년활동을 위한 청소년수련시설로의 활용에 대한 이론적인 가능성을 도출 했다. 그동안 발생하는 폐교를 활용했던 방안으로는 주로 개인이나 단체에 매각하거 나, 문화시설로의 활용, 교육청에서 필요한 보조 교육기관으로 활용하였으나, 폐 교된 학교의 원래 주인인 청소년들이 주체적으로 다양한 활동할 수 있는 시설 인‘청소년수련시설’로의 활용에 대해서는 활용된 선례가 없었으며, 그에 대한 연구도 처음이기 때문에 의미 있는 연구가 될 수 있다.
