Since Deng Xiaoping took power in 1978, China has been able to build up a lot of wealth along with brilliant economic growth by pursuing reform and opening policies. Much of this accumulated wealth has been channeled into strengthening the Chinese military capabilities. As a result, China has made a breakthrough in the military field. Chinese President Xi Jinping expressed his Chinese dream of creating a strong China at the National People’s Congress in March 2013, which would serve as a negative factor for South Korea’s security. In July 2019, Chinese and Russian combat planes violated the KADIZ without permission under the guise of joint training. The latest provocation by the KADIZ during the China-Russia joint exercise is interpreted as an attempt to show off its influence on the Korean Peninsula by digging into loose links to disrupt the security cooperation system between South Korea, the U.S. and Japan. China’s military buildup is a break in the military balance in Northeast Asia, and the U.S. appears to recognize it as a serious challenge to the U.S.-led global order. It has also affected the security landscape on the Korean Peninsula, prompting the Korean Government to take countermeasures. South Korea will have to deal wisely with the current rapidly changing international political situation for the survival and prosperity of the nation.

중국은 덩샤오핑(鄧小平)이 1978년 집권한 이래 개혁개방 정책을 추진하여 눈부신 경제성장과 함께 많은 부(wealth)를 축적할 수 있었다. 이렇게 축적된 부의 상당량을 중국군의 군사력 증강에 투입해 오고 있다. 그 결과 중국은 군사분야에서 획기적인 발전을 이루어 냈다. 시진핑(習近平) 중국 국가주석은 2013년 3월 전국인민대표대회에 서 강한 중국을 만들겠다는 중국몽(中國夢)을 피력했으며, 이는 한국의 안보에 부정적 인 요인으로 작용할 것이다. 2019년 7월에는 중국과 러시아의 항공기가 합동훈련을 빙자하여 무단으로 한국방공 식별구역 (KADIZ)을 침범하는 사건이 발생하였다. 이번 중러의 연합훈련간 KADIZ 도발행위는 한미일 안보협력체제를 와해시키기 위해 느슨한 고리를 파고들어 한반도 에 대한 영향력을 과시하겠다는 의도로 풀이된다. 중국의 군사력 증강은 동북아지역의 군사력 균형을 깨는 일이며, 미국은 이를 미국 주도의 세계질서에 대한 심각한 도전으로 인식하고 있는 것처럼 보인다. 또한 한반도 의 안보지형에도 영향을 미쳐 한국으로 하여금 대비책을 강구토록 자극하고 있다. 한 국은 국가의 생존과 번영을 위해 현재의 급변하는 국제정치 상황에 현명하게 대처해야 할 것이다.
