This study was intended to discuss what efforts universities should make to train citizens and to present education programs as a practice. Examples of the development and operation of education programs that can define citizenship as a member of the citizenry and realize a proper ethical attitude and social responsibility within the group in which they belong, and strengthen it, were presented. For the development of civil education programs, a literature survey and demand survey were conducted, and the program was actually operated after the program's goals were set. It was understood that civil education programs need to be designed and operated in conjunction with the core competences of universities, and that the components of detailed programs can be configured differently depending on the understanding or interest of students in the program. Through this study, we look forward to getting theoretical and practical ideas from universities that want to practice civil education.

본 연구는 시민을 양성하기 위해 대학은 어떠한 노력을 기울여야 하는지를 논 하고, 이에 대한 실천방안으로서의 교육프로그램을 제시하고자 하였다. 시민성을 시민의 일원으로서 자신이 속한 집단 내에서 적절한 윤리적 태도를 갖추고 사회 적 책임감을 실현할 수 있는 능력, 시민역량으로 정의하고 이를 강화할 수 있는 교육프로그램의 개발과 운영에 대한 사례를 제시하였다. 시민이 갖추어야 하는 자질들로 정의된 요소들을 행동적 측면으로 강화시킬 수 있도록 시민교육프로그 램의 개발을 위해 문헌조사 및 시민역량 강화를 위한 프로그램 수요조사를 실시 하고, 프로그램의 목표를 설정한 뒤에 프로그램을 실제 운영하였다. 시민교육프 로그램은 대학의 핵심역량과 연계되어 설계 및 운영될 필요가 있으며, 재학생들 의 이해나 관심에 따라 세부 프로그램의 구성요소를 다르게 구성할 수 있음을 파 악하였다. 본 연구를 통해 시민교육을 실천하고자 하는 대학에서의 이론적, 실무 적 아이디어를 얻을 수 있기를 기대한다.
