The existing public sphere does not play a role in dealing with women's issues in the global age. In this context, Seyla Benhabib's deliberative democracy and multicultural politics and Iris Young’s communicative democracy and its application to multiculturalism seem to be alternative to the state-based public sphere and communication behavior theory. However, the two have limitations in terms of the normative legitimacy in that there should be no one excluded from the communication of the public sphere and the political efficacy that the results of the public debate should be returned to law or policy. Thus, to embrace cultural minorities in a multicultural era, including women, we must not give up the ideal of embracing the heterogeneous public in public spheres and creating mutually agreed standards.

글로벌 시대의 여성의 쟁점을 다루는 데 있어서 기존의 공론장이 제 역할을 하지 못한다. 이러한 상황에서 셀라 벤하비브의 심의민주주의 다문화정치학과 아이리스 영의 소통민주주의와 그것의 다문화에의 적용은, 국가중심의 공론장과 의사소통행위론을 넘어서는 하나의 대안이 된다. 그러나 이 둘은 각각 공론장의 의사소통에서 배제되는 이가 없어야 한다는 ‘규범적 정당성’과, 공론장의 토의 결과가 법이나 정책으로 환류되어야 한다는 ‘정치적 유효성’ 면에서 한계가 있다. 따라서 여성을 포함한 다문화 시대의 문화적 소수자들을 포용하려면, 이질적 공중을 공론장에 포함시키면서도 상호적으로 합의할 만한 기준을 만들어가는 이상을 포기하지 말아야 한다.
