The purposes of this study are to find out the examples of creating creative civic culture and organizational culture from the areas participating in the Community Building Project, analyze the process of creating cultures, and examine the roles and strategies of culture and arts education. To achieve the purposes, a case study method was applied. Dobong-gu was selected as a case. Recovering community through resident participation was chosen as the main local task of Dobong-gu from the early stage of the 5th local election in 2010, and the exclusive organization in charge of community building works was first established in Dobong-gu among the autonomous districts of Seoul. The researcher analyzed the stream and contents of Dobong-gu Community Building project. The researcher also examined how a creative civic culture and an organizational culture have been created based on the advice by the activists who participated in the project for over 3 years. The results of the study reveal the roles and strategies of culture and arts education in the process of creating creative civic culture and organizational culture as the city policy. The results of the study provide empirical data from political, practical, and academic angles.

본 연구는 마을만들기 사업을 진행하고 있는 지역에서 창조적 시민문화 및 조직문화가 생성된 사례를 발굴하고 그 과정을 분석하고 문화예술교육의 역할과 전략이 어떻게 수행 되고 있는지를 밝혀내는 것을 목적으로 하고 있다. 이러한 연구의 목적을 위해 본 연구에 서는 사례연구 방법을 활용하여 결과를 도출할 것이다. 본 연구를 위한 사례지역으로는 도 봉구가 선정되었다. 도봉구는 2010년 민선5기 취임초부터 주민참여를 통한 마을공동체 회 복을 구정의 주요과제로 선정하고 서울시 자치구 중 최초로 마을만들기 업부를 담당하는 전담조직을 신설, 주민참여 기본조례를 제정하는 등 주민참여 마을만들기 사업을 활발하게 진행하고 있다. 본 연구에서는 도봉구 마을만들기 사업의 흐름과 내용을 분석하고 3년 이 상 참여했던 활동가들의 자문을 얻어 창조적 시민 문화 및 조직문화가 생성과정이 어떻게 이루어지고 있는지 보려고 한다. 또한 분석결과에서 도시정책에서 창조적 시민문화 및 조 직문화가 생성되는 과정에서 문화예술교육의 역할과 전략을 제시하고자 한다. 본 연구의 결과는 정책적‧ 실천적‧ 학문적 측면에서 실증자료를 제공할 수 있다.
