The purpose of the study is to recommend the strategies to development the consortia management of Korea’s curriculum articulation between vocational high schools and community or technical colleges through literature review. Through this literature review we can find largely two differences between Korea and US articulation education. The first is that Korea’s articulation curriculum is managed by expanded on the colleges, while Tech prep of US has consortia as a center to control Tech Prep. The second is the role of consortia. Korea’s consortia support information exchange among school and local consortia. However, US Tech Prep’s consortia play highly significant role in various part of articulation education with partnership among industries, schools, parents, students etc. This study recommends included calls for the following items; developing partnerships, reinforcing financial supports, building legal basis, approaching various aspects.

본 연구는 특성화 고등학교와 전문대학간의 연계교육과정 컨소시엄 운영에 대한 전 략을 문헌연구를 통해 제언하는 것을 그 목적으로 하고 있다. 문헌연구를 바탕으로 본 연구는 크게 미국과 한국 간의 특성화고-전문대학 간 연계교육과정의 차이를 다음과 같이 발견하였다. 첫째, 한국의 연계교육은 대학을 중심으로 파생되어 운영되어오고 있지만 미국의 연계교육은 Tech Prep 관련된 컨소시움 중심으로 움직이고 있다. 두 번째로 컨소시움의 역할르 살펴보면, 한국의 컨소시움은 학교 및 지방 컨소시움 간의 정보교류에 초점을 맞추고 있다. 그러나 미국의 Tech Prep 컨소시움의 경우 산업체, 학교, 학부모, 학생 등 다양한 이해관계자들 간 파트너십을 바탕으로 인적, 물적 자원 을 공유하고 운영하고 있었다. 이 연구는 한국의 직업교육 기관 간 연계교육을 진행할 때 지역사회를 기반으로 한 파트너십을 구축하기 위하여, 법적인 조항을 재정비하고, 예산원을 강화하여 파트너십을 창출할 수 있는 구조로 변화하는 것이 필요하다.
