The purpose of this study aimed at analyzing UK NARIC (National Academic Recognition Information Centre), one of the most advanced qualification recognition organizations, which provided the information and implications for developing the national qualification recognition in Korea. The European qualification recognition was closely associated with the increase of student mobility. In particular, building on both the Lisbon Recognition Convention (1997) and Bologna Process (1999), the establishment on ENIC/NARIC Network incorporated ENIC Network and NARIC Network, which led to a substantial cooperation in the area of foreign qualification recognition in Europe. The study showed that UK NARIC played a critical role in foreign qualification recognition. UK NARIC conducted professional qualification recognition along with academic qualification recognition. The significant features of UK NARIC included an advanced information management on foreign educational system such as higher education policy, degree level, and qualification system abroad. A comparable framework for mutual recognition was another feature that promotes to understand different qualifications in Europe. In addition, UK NARIC provided educational programs and consulting for its stockholders to better understand qualification recognition in practice while collaborating with ENIC/NARIC Network. Using the case ofUK and ENIC/NARIC Network, first, this study emphasizes the need for collecting reliable information about overseas education systems and qualification system. Second, the study suggests the establishment of National Qualification Framework (NQF) that coversboth academic and professional recognition and the development of educational programs for the qualification recognition practitioners working at a university level.

본 연구의 목적은 일찍부터 체계적인 학위인정제도를 수립, 운영해 오고 있는 유럽과 영 국의 사례를 분석함으로써 향후 우리나라의 해외학위인정제도 구축과 발달에 있어서 시사점 을 얻고자 하는 것이었다. 유럽의 경우는 학생교류가 활발히 진행되면서 일찍부터 해외학위 인정에 대한 논의가 이루어져 왔다. 특히 리스본협약과 볼로냐 프로세스를 바탕으로 국가 간 협약이 이루어지고 실질적 차원에서 협력이 이루어지면서 ENIC 네트워크와 NARIC 네트 워크가 형성되었으며, 이러한 ENIC/NARIC 네트워크를 중심으로 유럽의 해외학위인정 제도 는 활발히 운영되고 있는 것으로 나타났다. 영국의 사례 분석 결과, 영국은 UK NARIC을 중 심으로 해외학위인정을 실시하고 있었다. 특히 UK NARIC은 학문학위뿐만 아니라 전문 직업 자격까지 그 인정범위에 포함하고 있었다. UK NARIC에서 주목할 만한 특징은 해외학위인정 에 가장 기본이 되는 외국의 교육제도와 학위체제에 대한 정보관리 체제의 수립, 학위인정 시 각국의 학위를 상호 비교할 수 있는 비교시스템 구축, 대학기관과 학위인정이 필요한 기 관들에 대한 교육·훈련 및 컨설팅 제공, 그리고 ENIC/NARIC 네트워크와 연계한 상호협력 의 활성화 등이다. 결론적으로 본 연구에서 분석한 유럽과 영국의 사례가 우리나라의 해외 학위인정제도 구축과 활성화 방안에 주는 시사점으로는 가장 우선적으로 세계 각국의 교육 체제와 학위제도에 대한 신뢰로운 정보의 수집이 필요하며, 학위와 자격을 포함하는 국가자 격체제의 수립 필요, 그리고 마지막으로 대학의 학위인정업무 담당자들을 대상으로 한 기본 적인 교육·훈련프로그램을 제공 등이다.
