Learning city, cultural city and creative city are interested by mutually different domains of knowledge and ministries of policy. So, mutual relations and mutual dependence among those policies have been focused rather than division and differentiation of policies. Local governments who are interested in those businesses are also focusing on mutually different things, so mutual relations and synergy among the policies of three cities couldn't be focused until now. However, from a perspective of citizens, those urban policies can be actually grasped as an urban policy which is mutually related. And, this research confirmed that those core values have lots of things in common. Each urban policy has different purpose of policy and method of promotion, but it's same that all of them pursue quality of life and happiness of citizens. Based on the background, this research will investigate vision, purposes of policy, core value, subjects and domains which are pursued by cultural city, learning city and creative city and suggest networking model which is appeared as cultural city, learning city and creative city in actual site of policy.

학습도시‧문화도시‧창조도시는 서로 다른 학문영역과 정책부처에서 관심을 가지고 있다. 그 래서 이들 정책 간에는 상호연관성과 상호의존성에 주목하기 보다는 정책간의 분리와 차별화 에 주목해왔다. 이들 사업에 관심을 가지는 지방자치단체들 또한 서로 다른 강조점에 관심을 가지고 있다 보니 지금까지 세 도시정책 간에 존재하는 상호연관성과 시너지에 주목하지 못 하였다. 그러나 실제로 시민의 관점에서 보면 이들 도시정책들은 하나의 서로 연계된 도시정 책으로 파악될 수 있으며, 본 연구를 통해서도 그 핵심가치들은 많은 공통점을 가지고 있음 이 확인되었다. 각 도시 정책은 각각 정책목표와 추진방식은 상이하지만, 모두 삶의 질과 시 민들의 행복을 추구하고 있다는 점에서 동일하다. 이러한 배경을 바탕으로 본 연구는 문화도 시‧학습도시‧창조도시가 추구하는 비전과 정책목표, 핵심가치, 주제와 영역들을 규명하고 정책 현장에서 문화도시‧학습도시‧창조도시가 되어 나타나는 연계유형의 모형도를 제시할 것이다.
