As the nuclear negotiations between the U.S. and North Korea failed to reach an agreement and face a stalemate, the UN and the U.S. sanctions are expected to intensify adversity for people in North Korea. Even by looking from the aspect of the sanctions against North Korea, humanitarian assistance to the North must continue to unravel the 70 years of division and conflict, to build a future for reunification of the two Koreas. Humanitarian assistance is the activity of rescuing the lives of the victims, relieving their suffering, and maintaining and protecting human dignity in an urgent crisis such as natural disaster or war. Humanitarian assistance to the North based on humanitarian spirit must be sustained, even for the sake of resolving the 70 years of confrontation and conflict between the divided Koreas and building a future of mutual prosperity and reducing the cost that comes with the unification of the Koreas. The health and medical business sector is evaluated as a development cooperation-oriented, humanitarian project that facilitates exchanges and cooperation between the two Koreas to restore North Korea’s health and medical system and support socially vulnerable groups such as the disabled, infants, and tuberculosis patients, by continuing to build trust with North Korea. Therefore, the faith-based NGO(FBO)’s humanitarian assistance specialized to the vulnerable in North Korea can serve as a ‘priming water’ to restoring inter- Korean relations and building trust with its people. To this end, the government and the faith-based NGO(FBO)s must establish a public-private partnership system to systematically and efficiently expand humanitarian assistance projects for North Korean citizens who are neglected. This research seeks to find the implications of the humanitarian assistance projects by reviewing its meaning and limitations, and analyzing the ways in which faith-based NGO(FBO)s have provided assistance to health care and food issues for North Korea as part of the multi-track approach. The implication of the multi-track approach led by the faith-based NGO(FBO) is that the government, civic groups and professional organizations can work together to develop a comprehensive and systematic development cooperation model and continue to provide sustainable assistance to people in need, regardless of political and military conflicts.

미국과 북한의 핵협상이 합의에 이르지 못하고 경색국면을 맞이하면서 UN과 미국의 제재 로 인해 북한 주민들에 대한 고통이 가중되는 역설적 상황이 전개될 것으로 전망된다. 대북제 재 국면에서도 대북 인도적 지원은 분단 70년의 대립과 갈등을 해소하고 남북공동번영의 통일 미래를 구축하기 위해서라도 지속될 필요성이 크다. 인도적 지원이란 재난이나 전쟁 등의 긴급 한 위기 상황에서 피해자들의 생명을 구조하고, 그들의 고통을 경감시키며, 인간의 존엄성을 유지하고 보호하는 활동이다. 인도주의 정신에 입각한 대북 인도적 지원은 분단 70년의 대립 과 갈등을 해소하고 남북공동번영의 미래구축과 통일비용의 감소를 위해서라도 지속되어야 할 필요가 있다. 보건의료사업 분야는 북한과 꾸준히 신뢰를 형성함으로써 북한 보건의료체계 의 복구, 장애인, 영유아, 결핵환자 등 취약계층 지원을 위한 개발협력 중심의 사업과 인적교류 를 통해 남북한의 교류협력을 촉진할 수 있는 인도적 사업으로 평가받는다. 따라서 종교 기반 NGO(FBO)들의 북한의 취약계층에 특화된 인도주의적 지원은 남북관 계 회복과 북한주민의 신뢰구축에 마중물 역할을 수행할 수 있다. 이를 위해서는 정부와 종교 기반 NGO(FBO)들이 민관 협력 체제를 구축하여 사각지대에 방치된 북한 주민의 인도주의적 지원사업을 체계적으로 확대하는 것이 필요하다. 본 논문은 인도적 사업의 의미와 한계를 검토하고 멀티트랙 접근법의 일환으로 북한 주민의 보건의료와 식량문제의 지원을 해온 종교 기반 NGO(FBO)들의 인도주의적 지원사업의 개선방향을 검토해봄으로써 시사점을 찾고자 한다. 종교 기반 NGO(FBO)가 주도하는 멀티트랙 접근법이 갖는 함의는 정치군사적 갈등과 무관하게 북한 주민의 삶의 질의 개선을 위해 정부와 시민단체, 직능 전문단체가 협력하여 종 합적이고 체계적인 개발협력 모델을 개발하고 지속적인 지원할 수 있다는데 있다.
