Public facilities are facilities that provide public services for the welfare of users and require continuous improvement activities at each stage of planning, design, construction, and operation management. In the operation stage, the most budget is invested for a more extended period than the design and construction stages, so efficient management techniques considering multiple users are needed. However, there are limitations in inefficient operation management using data in actual operation. In particular, public facilities operated by the national financial system may be inadequate in the generation of wasteful factors and improvement efforts to secure optimal functionality, public interest, and profitability without an efficient and transparent operating system. Therefore, this study analyzes unnecessary waste factors in the operation of public facilities and uses VE (a technique that is mainly applied for improvement activities at the design and construction stages of facilities to maximize operational efficiency and functionality such as the utilization of vacant space and other operational improvement activities). By applying Value Engineering to the public operating stage public facilities, we have redefined and calculated the quantified value based on the actual operational data and studied the improvement method to improve the value of public facilities.

공공시설물은 이용자에 복리증진을 위하여 공공서비스를 제공하기 위한 시설로 기획, 설계, 시공, 운영관리 각 단계별 지속적인 개선활동이 필요하다. 운영단계는 설계 및 시공단계보다 오랜 기간 동안 가장 많은 예산이 투입되어 다수의 이용자를 고려한 효율적 인 관리기법이 필요하지만 현재 이용자를 중심으로 실제 운영 중 데이터를 활용한 효율적 운영관리가 미흡한 실정이다. 특히, 국가 재정으로 운영되고 있는 공공시설물은 체계적이 고 투명한 운영체계가 확립되지 않은 상태에서 운영상의 낭비요인 발생과 최적의 기능성 과 공익성, 수익성 확보를 위한 개선노력이 부실해질 것이다. 따라서 본 연구에서는 공공 시설 운영에 있어 불필요한 낭비요인을 분석하고 유휴공간 활용 및 기타 운영개선 활동 등 운영 효율성 및 기능성 극대화하고자 한다. 주로 시설물의 설계 및 시공단계에서 개선 활동을 위해 적용하는 기법인 VE(Value Engineering)를 공용중인 운영단계 공공시설물 에 적용함으로써 실제 운영데이터를 기반으로 계량화된 가치를 재 정의하여 산정하고 이를 근거로 공공 시설물의 가치를 향상하는 개선 방법에 대하여 연구하였다.
