In Latin America, the concept of parity democracy is rapidly spreading to each country and expanding to the adoption of gender parity legislation. The concept of parity democracy has expanded as a forming part of human rights in Latin America and the introduction of the parity legislation is recognized as the beginning of a qualitative democracy by eliminating all inequalities experienced by women in society. This study examines the process of introduction of gender parity legislation in Argentina, the first country in the world to introduce a gender quota system. Regarding this, the introduction of gender parity legislation seems somewhat delayed. In Argentina, demand to stop femicide and violence against women was combined with demands to eliminate all gender inequality in society. The paper reveals the importance of forming consensus and establishing concrete strategies in Argentina, and the importance of cooperation, solidarity, and communication with civil society by legislators beyond political factions for the adoption of parity legislation.

이 연구의 목적은 세계 최초로 여성할당제를 도입했던 아르헨티나가 남녀동수제를 입법 화하는 과정을 고찰하는 데 있다. 아르헨티나에서 남녀동수제에 대한 사회적 요구는 여성 살해와 여성에 대한 폭력 문제, 그리고 사회 내 모든 분야에서의 젠더 불평등의 제거에 대한 요구와 맞물 리면서 더욱더 강하게 나타났다. 이 논문에서는 남녀동수제 도입의 배경과 함께 이를 둘러싼 찬 반논쟁 그리고 아르헨티나 동수민주주의 도입을 이끈 행위자들의 주요 역할을 분석하였다. 아르 헨티나의 남녀동수제 도입은 다양한 행위자들이 남녀동수제의 대한 반대론에 대해 구체적 근거 를 통해 반박하고 설득하였고, 상원여성위원회와 하원여성의원들의 초당적 연대, 그리고 시민사회, 학계 및 국제NGO의 협력과 연대를 통해 가능하였다.
