This paper aims to examine the effects of non-tariff measures (NTMs) on the world trade in potatoes. A structural gravity trade model is estimated with a panel dataset over the 2007~2018 periods and correction for selection bias is performed by adopting the Heckman two stage and the Poisson Pseudo-Maximum Likelihood estimators. Estimation results show positive estimates for a dummy and the cumulative frequency of NTM variables, providing the best evidence for the existence of the trade facilitating role played by the NTMs. These findings suggest the existing NTMs of potato trade helps ease consumers' information asymmetry and other external effects that are actually improving food safety and legal trade environments.
