The purpose of this paper is to propose some innovation plans for the requirement planning system to enhance the competitiveness of the defense industry and efficiently promote the capability of the military. Various measures have been recently devised to reform the defense project, but there is insufficient review, research and institutionalization of the requirement planning system, which are the starting point of the defense project. In this study, we explored effective measures for innovating the requirement planning system through case studies and analysis of the requirement planning system during the acquisition process. If the innovation plan proposed in this study can be institutionalized and established, it will significantly reduce budget and power transfer delays while enhancing the defense industry's competitiveness and enhancing combat power efficiently.

본 논문의 목적은 국내 무기체계 소요기획체계에 대한 분석을 통해 방위산업 경쟁력을 제고 하고, 효율적으로 전력증강을 추진하기 위한 소요기획체계에 대한 혁신방안을 제안하 는 것이다. 최근 방위사업 혁신을 위한 다양한 방안들이 강구되고 있지만 방위사업의 출발 점인 소요기획에 대한 검토나 연구 그리고 실효성이 보장되는 제도화는 미흡한 실정이다. 본 연구에서는 획득과정에서 발생한 문제 사례와 문헌연구, 소요기획체계에 대한 분석을 통해 소요기획체계 혁신을 위한 실효적인 있는 방안을 모색하였다. 본 연구에서 제시한 혁 신방안을 제도화여 정착할 수 있다면 예산과 전력화지연을 획기적으로 줄이면서 방위산업 경쟁력은 향상되고 전투력은 효율적으로 증강시킬 수 있을 것으로 확신한다.
