The personnel cost and consumable account for approximately 85 percent of the total research budget in Civil-Military Technology Cooperation project. However, it’s very difficult to ensure if the personnel cost and consumable are estimated properly based on the actual necessities. In this paper, we proposed the data input structure of the personnel cost and consumable that allows the actual estimation of research budget with the application of WBS & PBS. Also, by assigning the specific cell data of the proposed input structure, the budget simulator is implemented to output the detailed data on an item base, company base, and fiscal year base. In using simulator, the time to verify the research budget could be reduced to 1/10.

민군기술협력사업의 연구비에서 인건비와 재료비가 차지하는 비중은 대개 85% 정도이 다. 그러나 인건비와 재료비가 실소요량에 근거해서 산정됐는지 판단하는 것은 어려운 실 정이다. 본 논문에서는 업무분할구조 및 제품분할구조를 적용해서 연구비의 인건비와 재료 비를 산정할 수 있는 인건비 및 재료비 항목의 입력구조를 제안하였다. 또한, 제안한 입력 구조의 셀 데이터 할당으로 비목별, 기관별, 연차별 연구비가 산출되는 시뮬레이터를 구현 하였다. 연구비 편성 시뮬레이터를 적용하여 연구비 편성 검증시간을 1/10 수준으로 절감 하게 되었다.
