Required Operational Capability(ROC) for weapon system is a critical factor in deciding its performance. Although the Joint Chief of Staff conducts decisions on ROC at the early stages of weapon system acquisition along with requirement decision, the reality is that various decisive factors of ROC are not reviewed enough and its scientific analysis is insufficient. Therefore, it is quite necessary to modify ROC during the development phase. While the R&D of weapon system is a long term project, military science technology develops very rapidly. Since the modification of ROC requires a lot of time and effort, measures to minimize its modification should be developed. Based on the 106 statistics on modifying ROC in the recent five-year(2013-2017), this paper suggests some measures to minimize its modification : strengthening the advanced research and scientific analysis of ROC, vitalizing the operation of Integrated Concept Team(ICT), making the decision timing and methods of ROC(including evolutionary ROC) more flexible, and enhancing the capability and performance of persons involved in ROC.

무기체계 작전운용성능(ROC)은 무기체계의 성능을 결정하는 매우 중요한 요소이다. ROC는 합참에서 소요결정과 함께 무기체계 획득 초기단계에 결정하지만, ROC 결정 고려 요소에 대한 충분한 검토 및 과학적 분석이 미흡한 것이 현실이다. 반면 무기체계 연구개 발은 장기간 소요되고, 국방과학기술은 빠르게 발달하므로 개발기간 중 ROC 수정이 필요 할 수 있다. 그러나 ROC를 수정하기 위해서는 많은 시간과 노력이 필요하므로 수정을 최 소화하기 위한 방안이 강구되어야 한다. 이에 본 논문에서는 최근 5년간(2013～2017년) 총 106건의 ROC 수정에 관한 통계를 바탕으로 ROC 수정원인을 살펴보고, ROC 수정을 최소 화하기 위한 방안을 제시하였다. ROC 결정 전 선행연구와 과학적 분석을 강화하고, 통합개 념팀(ICT) 운용을 활성화하며, 진화적 ROC를 포함한 ROC 결정 시기 및 방법을 유연하게 하는 제도적 개선과 함께 적극적인 활용이 필요하다. 또한 ROC 업무 관계자의 직무능력을 향상시키기 위한 노력이 강화되어야 한다.
