This research explores how empowering leadership facilitates public officials’ intrinsic work motivation and organizational commitment. Drawing insights from the relevant literature, a structural equation model is developed to analyze multiple casual relationships between organizational commitment and explanatory variables. Findings from data analysis suggest that empowering leadership has statistically significant and positive impacts on public officials’ level of self-efficacy, intrinsic motivation, and organizational commitment. In addition, intrinsic motivation partially mediates the causal relationship between empowering leadership and organizational commitment. Self-efficacy is found to have no impact on organizational commitment but play a role to indirectly mediate the relationships between empowering leadership, intrinsic motivation and organizational commitment. The research provides empirical evidences to elucidate psychological mechanism by which empowering leadership improves organizational commitment through self-efficacy and intrinsic motivation.

본 연구는 공공관리자의 임파워링 리더십이 조직몰입을 제고하는데 어떠한 영향을 미치는지 규 명하기 위해 통계청 및 소속기관 공무원들을 대상으로 설문조사를 실시하였다. 구조방정식모형에 따른 자료 분석결과, 임파워링 리더십은 자기효능감, 내면적 동기, 조직몰입을 제고하는데 통계적 으로 유의한 정(+)의 영향을 미치는 것으로 나타났다. 또한, 내면적 동기는 임파워링 리더십이 조 직몰입에 미치는 영향을 부분 매개하는 것으로 나타났다. 자기효능감은 조직몰입에 직접적으로 유 의한 영향을 미치지 않았으나 임파워링 리더십이 내면적 동기에 미치는 영향을 부분 매개하는 다 단계 경로를 통해 조직몰입을 제고하는데 간접적인 영향을 미치는 것으로 나타났다. 본 연구의 의 의는 정부조직에서 임파워링 리더십이 자기효능감과 공무원의 동기부여를 촉진하여 조직몰입을 제 고하는 심리적인 메카니즘을 실증적으로 규명하였다는 데 있다. 성과급과 같은 외재적 보상의 한 계에 대한 비판이 제기되고 있는 가운데 공무원 동기부여를 위한 실효성 있는 리더십 유형으로서 임파워링 리더의 역할에 대한 지속적인 연구가 필요하다.
