This study explored the location conflict resolutions of defence military facilities through discourse analysis on the Jeju navy camp construction. The solution plans were drawed by the research, after establishing the analysis standard and issue discourse through precedence investigation about the location conflicts of defence military facilities and discourse. On the basis of literature research, discourse analysis was advanced to the interviews of present conflicts about residents, local government servants, navy officals. As a result of discourse analysis, the improvements are needed to resolve the location conflicts of Jeju navy camp construction. First, establishment for the basic law of conflict management is promoted. Second, it is necessary for enactment of the special law about the great nation project. Third, it is essential for the constant participation and persuasion of local governments and residents to form the agreement mood about the economic compensations and benefits. Fourth, it is to obtain the justification of project through the active participation of the residents and collection of the residents ideas. Fifth, it is requird to advance the projects of public measures and residents supports.

본 연구는 제주해군기지 건설사례를 대상으로 국방·군사시설 입지갈등을 담론분석 방법론을 활용해 해결방안을 모색하였다. 국방ㆍ군사시설 입지갈등과 담론분석에 대한 선행연구를 통해 분 석기준을 설정하고 쟁점별 담론분석을 시도하였다. 담론분석 결과, 국방·군사시설의 입지갈등 해결을 위해서서는 다음과 같은 개선사항이 필요하다. 첫째, 사업추진 초기단계에서부터 주민들의 의견수렴과 참여의 활성화를 통해 정당성을 확보해야 한다. 둘째, 갈등당사자가 원하는 적절한 보상과 혜택의 공감대를 형성하는 전략이 필요하다. 셋째, 국방·군사시설 입지지역의 공공대책사업과 주민지원사업의 원활한 추진을 위해서는 특별법의 제정 이 필요하다.
