In the case of the Japanese security industry, the government is continuing its efforts to solve various problems that have emerged since the enactment of the Security Law in 1972. In particular, such a system may have much implications for improving the nation's civil security industry system. Therefore, from the 1960s to the present day, we examined the trends of the security industries of Korea and Japan and drew their implications in order to explore the development direction that Korea's private security industry should move forward through the analysis of various data such as relevant laws and systems, books, academic journals, news and parliamentary minutes. First, it is necessary to introduce a qualification screening system to secure expertise in private expenses in order to develop Korea's private security industry. Second, it is time for the private security industry to make efforts to play a major role in safety management work in order to enhance the reliability of the private security industry and change the public perception. Finally, the establishment of an integrated safety management system is essential.

일본 경비업의 경우 1972년 경비업법 제정 이후 나타났던 다양한 문제들을 해결하고 민간경비의 발전을 위한 노력을 지속하고 있다. 특히 이러한 체계는 한국의 민간경비산업 체계 개선을 위해 시사하는 바가 크다할 수 있다. 따라서 본 논문에서는 관련 법·제도, 단행 본, 학술지, 뉴스, 국회 회의록 등 다양한 자료의 분석을 통해 한국의 민간경비산업이 나아 가야 할 발전방향을 모색하기 위해 1960년대부터 현재까지 한국과 일본의 경비산업의 동 향을 살펴보고 그 시사점을 도출하였다. 첫째, 한국의 민간경비산업의 발전을 위해서 먼저 민간경비의 전문성 확보를 위한 자격 검정제도 도입이 필요하다. 둘째, 민간경비산업의 신뢰성 제고와 국민적 인식 변화를 위해 민간경비산업이 안전관 리 업무에 대한 주축으로서의 역할을 담당하기 위한 노력이 필요한 시점이다. 마지막으로 통합적 안전관리체계의 구축이 반드시 필요하다. 일본의 민간경비는 통합 적 안전관리체계의 구축을 위한 발판으로써 일본 전국경비업협회가 주도하여 보안플래너, 보안컨설턴트 자격을 통한 방범·방재 등 포괄적 범위의 전문가 양성을 위한 제도를 시행하 고 있다. 반면에 현재 한국에서는 통합적 안전관리체계를 구축하기 위한 학제적 노력은 시작되고 있으나, 민간경비산업의 경우 복잡하게 얽혀있는 안전관련 법·제도, 교육 및 검 정제도, 업무수행체계 등의 문제들로 인하여 통합적 안전관리체계에 어려움을 겪고 있는 실정이다. 따라서 시대와 환경 등 종합적인 측면을 고려하여 앞으로 민간경비에 필요한 통합적 시스템을 구축해야 한다.
