In this paper, in order to establish a systematic and efficient program for private education and training, it is necessary to identify and analyze the problems of education programs implemented by private security education institutions by the current security industry law, The problem of establishing and the establishment plan were studied. First, it is necessary to improve education and training programs for civilian security guards. As in the case of Japan and the United Kingdom, specialization of curriculum programs classified by security sector should be studied and the professionalism should be strengthened by developing educational programs that distinguish current integrated security guard education. Second, security guards' education, guidance and supervision management system should be established. In addition to the number of students who have passed the examination of the guard instructor, they also add subjects on the preparation, implementation, evaluation and improvement of the education plan based on their understanding of the specificity and professionalism of each class. Should strengthen their capacity to actually train security guards in the field. Third, it is necessary to introduce job - centered job education. Since mandatory courses are not designated for job education, it is difficult for security guards to conduct systematic and efficient job training for security guards, and sometimes they may not be properly implemented. Therefore, it is necessary to implement practical job training It is necessary. Fourth, it is necessary to establish educational infrastructure for private security training system. According to the Enforcement Regulations of the Security Business Act, facilities standards and instructor standards for educational institutions necessary for educating special security guards are clearly shown, as well as new education and job training for general guards, basic education for security guards, and job training for special guards Likewise, the infrastructure of private security education should be established with educational facilities and instructor standards so that education can be carried out systematically. It is hoped that this paper will be utilized as a method for practical education and training, investment of education, and smooth cooperation of related institutions through establishment of such private education and training system.

본 논문에서는 민간경비 교육훈련에 대한 체계적이고 효율적인 프로그램 정립방 안을 마련하기 위해 현행 경비업법에 의한 민간경비 교육기관에서 실행하고 있는 교육프로그램의 문제점을 파악하고 분석하여 민간경비업무의 특성을 고려한 교육 훈련체계의 정립방안에 대한 문제점과 정립방안을 연구하였다. 첫째, 민간경비원 교육훈련 프로그램 개선이 필요하다. 일본과 영국의 경우와 같 이 경비업 분류별 전문화된 교육과정 프로그램을 연구하여 현행 통합적 민간경비원 교육을 구분한 교육 프로그램 개발로 전문성을 강화해야 할 것이다. 둘째, 경비업체의 경비원 교육·지도·감독관리 체계를 구축하여야 한다. 경비지도 사 시험 합격 이후 교육이수 뿐만 아니라, 경비업무의 분류별 특수성과 전문성에 대한 이해를 바탕으로 교육계획 작성, 시행, 평가, 개선사항에 대한 과목을 추가하고, 교육계획에 대한 평가를 통해 경비지도사가 현장에서 경비원들을 실질적으로 교육 할 수 있는 역량을 강화해야 한다. 셋째, 현장중심의 직무교육 도입이 필요하다. 직무교육은 필수과목이 지정되어 있 지 않아 경비업자가 경비원에 대한 체계적이고 효율적인 직무교육을 실시하기 어렵 고 제대로 이행되지 않는 경우도 발생할 수 있기에 이에 대한 체계적이고 관리·감독 이 이루어질 수 있도록 실질적인 직무교육을 이행하는 것이 필요하다. 넷째, 민간경비훈련체계 교육인프라 정립이 필요하다. 경비업법 시행규칙에 따라 특수경비원을 교육하는 데 필요한 교육기관에 대한 시설기준과 강사기준이 잘 나타 나있는 것처럼 일반경비원에 대한 신임교육 및 직무교육, 경비지도사에 대한 기본교 육, 특수경비원에 대한 직무교육도 마찬가지로 교육기관 시설 및 강사의 기준을 두 어 민간경비교육의 인프라를 구축하여 체계적으로 교육을 실시할 수 있도록 해야한다. 이러한 민간경비 교육훈련체계 정립을 통해 실질적인 교육훈련의 실시와 교육의 투자, 관계기관 원활한 협조를 위한 하나의 방법으로서 본 논문이 활용되길 기대한다.
