In today’s society, where the importance of industrial security is being raised and the technology leakage from large enterprises is being moved into the technology leakage of small and medium enterprises, The government, municipal and provincial governments and related agencies are pouring out policies, systems and laws to do so. Accordingly, this study examines small business law and proposes measures to enhance compliance with industrial security policies within small businesses. The methods used to enhance the commitment of executives and employees to comply with the industrial security policies for effectively preventing technology leakage in small businesses are as follows. If industrial technology protection activities are carried out inside and outside the company, the determination to comply with industrial security policies is strengthened as business workers participate in or act as main actors of industrial technology protection activities. In addition, in the course of establishing regulations on security to enhance industrial security capabilities, or in the process of making recommendations to corporate workers to comply with security regulations, or regulating the autonomy of corporate workers. Therefore, small and medium sized companies also need to provide industrial security education and seminar and conference sessions for executives and employees and organization members to enhance security awareness, and the security education for CEOs should be strictly implemented. In addition, efforts and measures are being taken to ensure that activities for the protection of technology are positioned as organizational cultures, such as the establishment of industrial technology protection activities in consideration of the company's situation factors and budgets, and education on industrial technology protection activities

산업보안의 중요성이 대두되고 대기업에서의 기술유출이 중소기업의 기술유출로 옮겨 지고 있는 현대 사회에 정부와 지자체 및 관련 부처에서는 이를 위한 정책과 제도, 법률들 을 쏟아내고 있다. 따라서 본 연구에서는 중소기업과 관련된 법률들을 살펴보고 중소기업 내 산업보안정 책준수의지를 제고하기 위한 방안들을 제시하고자 한다. 중소기업 내 기술유출을 효과적으로 방지하기 위한 임직원 보안담당자들의 산업보안정 책준수의지를 제고하고자 하는 방법은 다음과 같다. 기업 내외부적으로 산업기술보호활동을 시행하면 기업 종사자들이 산업기술보호활동에 직･간접적으로 참여하거나 활동의 주체가 되면서 산업보안정책의 준수하고자 하는 의지가 강화되는 것으로 볼 수 있다. 또한 기업이 산업보안 역량을 강화하기 위해서 보안에 대한 규정을 수립하고 기업의 종사자들에게 보안 규정을 준수할 것으로 권고하거나 기업 종사자들의 자율을 규제하는 과정에서 산업보안정책준수의지가 생기고 영향을 미치게 된다. 따라서 중소기업에서도 보안인식을 제고하기 위한 임직원 및 조직구성원에 대한 산업보 안교육 및 세미나, 회의 등이 필요하며 특히 CEO를 대상으로 한 보안교육이 철저히 실행 되어야 할 것이다. 기업의 상황적 요소와 예산을 고려한 산업기술보호활동을 체계적으로 정립하고 산업기 술보호활동에 대한 교육을 실시하는 등 기술보호를 위한 활동이 조직문화로 자리를 잡을 수 있도록 하는 노력과 방안이 필요하겠다.
