In the 21st century, the security environment is becoming increasingly complex and uncertain amid the era of knowledge and information service, globalization, and diversity. In recent years, economic crimes caused by economic conflicts have been increasing, especially cash and valuables are subject to crime as they are highly valued. On February 11, a case took place at the Busan Express Center on the Gyeongbu Expressway, in which a carry-out of a cash-transferred vehicle was conducted with cash amounting to 420 million won. Most of the crime in cash transport cars involved former and current employees who are familiar with internal affairs. Accordingly, this study will first analyze the causes and circumstances of the accident and discuss ways to improve the transport security. First, through the proper bidding process, which requires the experts to calculate the appropriate amount beyond the low-price bidding method, it creates an opportunity for professional human resources to enter the facility due to the degradation of the work force. Second, it is required to develop professional ethics and job education programs based on professional expense maps with experience in providing transport security services to enhance the quality of transport security services. Third, it is required to expand the scope of projects by seeking to diversify out of the existing transport transport business, and to cultivate professionalism by specifying and standardizing manual for crime prevention during the performance of work.

21세기 지식정보화･세계화･다양화의 시대를 맞아 치안환경의 복잡성과 불확실성이 심 화되고 있다. 최근 경기 불화로 인한 경제형 범죄가 증가하고 있으며, 특히 현금･귀중품 등은 그 현가성이 뛰어나 범죄의 표적이 되고 있다. 올해 2월 11일 경부고속도로 부산 요금소에서 현금 2억 1900만원을 실은 현금 수송차량 탈취사건이 발생하였다. 현금수송차 범죄는 대부분 내부 사정을 잘 알고 있는 전･현직 직 원이 연루되어 있음을 알 수 있다. 따라서 이 연구는 먼저 호송경비의 사건사례를 통하여 그 발생의 원인 및 실태를 분석하 여 그에 따른 호송경비의 개선방안에 대하여 논의하고자 한다. 첫째, 최저가 입찰방식을 벗어나 적정한 금액을 전문가들로 산정케 하는 적정가 입찰방 식을 통하여, 전문화된 인적자원이 진입할 수 있는 계기를 만들어 줌과 동시에 호송경비원 의 사회적 인식저하로 인한 사기진작과 직업사명감을 재정립하는 것이다. 둘째, 호송경비업무를 수행한 경력이 있는 전문 경비지도사를 통해 직업윤리 및 직무교 육 프로그램을 개발하여 호송경비업무의 질적 향상을 도모하도록 하는 것이다. 셋째, 기존 호송경비업을 벗어나 사업 다각화를 꾀하여 업무의 영역을 확대하고, 업무수 행 시 범죄예방을 위한 메뉴얼의 구체화･표준화를 통하여 전문성을 함양하는 것이다.
