Purpose of this study is to suggest a Counter-terrorism policy for protecting lives and properties of our citizens from threats of international terrorist organizations including ISIL(Islamic State in Iraq and Levant) and for minimizing damage that can be caused by terrorism. For that I study ISIL’s background, key figures, organizational size and linkage, major terrorist incidents, and the differences between al Qaeda and the Taliban. Time range of this study includes domestic and foreign terrorism cases occurred since the 9.11 in 2001, and it mainly focuses on 7 major terror attacks led by ISIL its’ associates or supporters, which took place after the rise of ISIL(June 2014). Based on these analyzes, I would like to suggest the reasons why terrorism by Islamic terrorist organization could not be prevented in advance and to suggest the development of current terrorism prevention law and its policy proposal for terrorism prevention and response. I hope my study to be helpful and contributive in establishing practical Counter-terrorism policy for Korea and I expect further studies on legal provisions, response system and information sharing to be continued for preventing terror attack in Korea in the future.

본 논문은 국제적으로 심각한 위협으로 부각되었던 ISIL 등 이슬람 테러조직의 위 협으로부터 우리 국민의 생명과 재산을 보호하고 테러 발생 시 피해를 최소화하기 위한 대테러 정책을 제시함에 있다. 이를 위해 ISIL에 대해 태동 배경, 주요인물, 조직 규모와 연계세력, 주요 테러사건 및 알카에다･탈레반과의 차이점에 대해서 살펴보았 다. 본 연구의 시간적 범위는 2001년 9.11 테러 이후 국내･외에서 발생한 테러사건을 분석하 였으며, 특히 ISIL 등장(2014.6월) 이후 이들이 직접 자행하거나 연계･추종세력에 의 해 일어난 프랑스 파리 연쇄 테러(2015), 김군 ISIL 가담사건(2015), 벨기에 브뤼셀공 항 자살폭탄 테러(2016), 미국 올랜도 나이트클럽 테러(2016)의 사건 분석에 초점을 두었다. 이러한 분석을 토대로 이슬람 테러조직에 의한 테러를 사전에 차단하지 못한 이유들을 제시함으로써 테러 예방 및 대응을 위한 현행 테러방지법의 발전과 정책적 제언을 하고자 한다. 따라서 본 연구가 한국 실정에 알맞은 대테러 정책을 수립하는데 조금이나마 참고가 되길 바라며, 향후 한국에서의 테러 발생을 사전 차단하기 위한 법률, 대응체계, 정보공유 방안에 대한 폭넓고 지속적인 연구가 진행되기를 기대한다.
