The goal of instruction and inspection is to improve supervision of police in private security cooperation, providing various security services to clients and to provide an environment in which private security employees can perform their tasks efficiently, promoting the expertise of security firms and employees and growing security industry in both quality and quantity. It is necessary not only to prevent illegal act of security firms and to expose and regulate violation of Security Industry Act, but also to provide adequate administrative instruction in order to develop security industry which is the goal of Security Industry Act and to guide security firms to achieve their administrative goals by objective decisions not by subjective decisions. This study aims to address the problems of private security by providing education and review of documents before the approval of arrangement, the role of police in on-the-spot instruction and inspection of collective petition, subjective administrative measure in instruction and inspection of police, utilization of certificate of education of private security employee and setup of authority of private security supervisor.

민간경비 협력차원에 있어 경찰의 지도･감독 사항을 개선하여 고객 및 의뢰자에게 다양 한 경비서비스를 제공하고, 민간 경비원들이 효율적으로 경비업무를 할 수 있는 환경을 제공하여, 경비업체와 경비원의 전문성을 높여 경비 산업에 양적･질적 성장을 이루는데 그 목적이 있으며, 지도･점검은 경비업체의 불법행위를 예방하거나 ｢경비업법｣ 위반사항 을 적발, 단속하는 것이라 할 수 있지만 이러한 역할 뿐만 아니라 ｢경비업법｣의 기본취지 인 경비업의 육성 발전을 할 수 있도록 적정한 행정지도를 병행해야 하고, 감독자의 주관 적인 판단이 아닌 객관적 판단으로 올바른 행정목적을 달성할 수 있게 경비업자를 견인해 야 할 필요성이 있다. 이 연구에서는 배치신고 허가 시 사전 서류검토 및 교육, 집단민원 현장 지도･점검 시 담당 경찰관의 역할, 담당 경찰관의 지도･점검 시 주관적 행정처분, 민간경비원 신임교육 이수증 활용과 경비지도사 권한의 설정 방안을 제시하여 민간경비의 문제점을 해결해 보고자 하였다.
