An overview of areal activities which produce new knowledge, goods and services in order to provide advanced welfare illustrates the convergence is the general trend. The interaction between knowledge and knowledge, knowledge and human, and discipline and discipline has succeeded in creating highly efficient synergy. Such attempts proliferate over almost every fields beyond the early limited convergence. It has been several decades since the concept of comprehensive security which includes not only the defense of a country against military threats but also the preservation of base of a nation and the safety of citizens. Also, threats on security which a nation needs to manage and address is becoming multi-dimensional with the change of various environments. Therefore it is very difficult to deal with simultaneous and complex threats on national security with single policy solution or technical measure. It is time to understand the need for a new approach based on the concept of convergence when developing security policies and make efforts in order to address comprehensive and multi-dimensional threats actively and efficiently. This article aims to address such security situation. It is necessary to improve security policies into the most efficient alternative as time and environment change although the national goal has low changeability. This article analyzes the outcome of the use of convergence theory in the fields outside national security and the state of convergence in the field of security and suggest the direction of convergence in the research and development of various security policies. In the field of national security, areas which existing segmental ways cannot address are increasing as the traditional concept of security which focuses on security threats has changed into comprehensive concept of security. We need to establish convergence security system which combines with convergence theory and improve security pending issues in blind spots in order to satisfy the status of the era of convergence security.

오늘날 선진화된 복리와 후생을 제공하기 위해 새로운 지식과 재화 및 서비스를 창출하 고 있는 다양한 영역별 활동을 개관해보면 융합이 대세임을 쉽게 이해할 수 있다. 지식 과 지식, 지식과 인간, 학문과 학문 간의 소통을 통하여 상호작용 할 수 있는 요소들을 융합함으로써 고효율의 시너지를 창출하는데 성공하여 왔고 이러한 시도가 초기의 제 한적 융합에서 벗어나 거의 모든 영역으로 확산되고 있는 실정이다. 군사적 위협에 대한 국가방위 중심의 안보개념을 넘어 국가기반의 보전과 국민안전까지 망라하는 포괄적 안보의 개념이 자리매김한지도 수십 년을 지나고 있다. 또한 다양한 환경 의 변화로 인해 국가가 관리 및 대응해야할 안보위협은 더욱더 다차원화되는 특징을 나타 내고 있다. 따라서 한가지의 정책적 솔루션이나 기술적 대책만으로는 동시다발적이고 복합 적인 안보위협에 대처하기가 매우 어려운 환경과 상황에 직면해 있다. 포괄적이고 다차원 적인 안보위협에 능동적이고 고효율적으로 대처할 수 있는 태세를 확고히 갖추기 위해서 는 안보정책 개발 시 융합론의 개념을 기반으로 하는 새로운 접근방식이 필요함을 인식하 고 노력을 경주할 때라고 보여진다. 이 글은 바로 이러한 상황에 착안하여 시작된 것이다. 국가목표는 가변성이 낮지만 안보 정책을 시대와 환경의 변화에 따라 효율성이 가장 높은 대안으로 변화 및 발전시켜 나가야 한다. 우선 안보 이외의 영역에서 융합론을 여하히 활용하여 어떤 성과를 내고 있으며 안 보분야의 융합구현 실태를 점검해보고 앞으로 다양한 안보정책을 연구 및 개발함에 있어서 융합론 적용방향을 개념적 수준에서 제안하고자 한다.
