Forecasting International Tourist Flows to a Small Island : The Case of Saipan

Sustainable tourism, unlike conventional tourism, explicitly strives to maintain economic, environmental, and social sustainability in tourist destinations. Saipan, the capital and the largest island of the chain of Pacific islands known as the Commonwealth of the Northern Mariana Islands (CNMI), is a tropical destination that heavily relies on the tourist industry as a source of income. When analyzing the trends of tourist arrivals from the top three countries that account for the majority of tourist arrivals in Saipan-China, Japan, and Korea-the necessity to implement sustainable tourism in Saipan becomes clear. This article forecasts tourism demand, which is one of the main factors in determining sustainable tourism on a small island. Analyzing both long-term and cyclical trends in tourist arrivals assists budget-constrained policymakers and related organizations in implementing sustainable tourism. Therefore, forecasting accuracy is essential in tourism policy and planning. The tourist arrival data obtained from Marianas Visitors Authority’s official Japanese website are made into a time series for Chinese, Japanese, and Korean visitor data from 2006 to 2016. Given the various time-series forecasting models, we employ simple but powerful forecasting techniques, such as ARIMA and ETS to control for the possible seasonality and trend in our tourism data. Using these forecast methods, the tourist arrival data is used to predict the future trends of tourist arrivals in Saipan for the next twelve months. The performance of our forecasting model in this study is evaluated based on the five measures of accuracy, as measured by comparison with actual tourism flows: mean error, mean absolute scaled error, mean percentage error, mean absolute error, and mean absolute percentage error. A comparison of the two popular forecast techniques in this study shows that the ETS model statistically outperforms the ARIMA model in terms of various measures of accuracy. A practical implication of this finding is that the ETS approach should be used when forecasting tourism demand for small islands. We predict the visitor arrivals from China, Japan, and Korea to Saipan by using the better model. The estimated 80% and 95% intervals for the number of tourist arrivals by the ETS model are presented in this study. The upper (lower) bound is the maximum (minimum) value of the estimated tourist arrivals. We find strong evidence that the tourist arrival trend for Korean visitors to Saipan will increase in the short run; although, the Chinese and Japanese tourist arrival trends seems to be stable, except for Japanese tourist arrivals in August. Nonetheless, with such an intense demand for Saipan’s natural resources, sustainable island tourism becomes necessary. Our estimated result is useful to practitioners in the sense that they are able to prepare for carrying capacities and the means of destination management on Saipan. Proper management for maintaining the island environmentally, economically, and socially requires the preservation of indigenous culture, local quality of life, natural resources, and economic stability while accommodating the demands of arriving tourists. It is crucial to preserve the assets of Saipan in order to maintain and improve its economy. Thus, our time series modeling for forecasting the number of visitors becomes necessary to develop overall economic, environmental, and social sustainability in the island. An interesting addition to implementing sustainable tourism in Saipan is the idea of maintaining a “cap” on the number of incoming tourists visiting the island. Perhaps, with more research on Saipan’s environment, specifically an estimate of how much of the island’s resources tourists exhaust and how much the island can withstand the aforementioned, this “cap” could be practical to prevent perpetual damage to Saipan’s biodiversity, resources, culture, and economy. Along with this idea, knowing the minimum number of tourists needed to sustain Saipan’s necessities is valuable.

관광산업은 사이판과 같은 작은 섬에서는 매우 중요한 산업이다. 과거 대부분의 관광 예측연구는 관광산업의 공급 측면(예를 들어 호텔, 식당, 교통, 혹은 위락시설)만을 중심으로 관광산업의 지속가능성을 연구하였다. 혹은, 수요 측면을 중심으로 연구한 경우에도 규모가 큰 섬이나 나라에 초점을 두었기 때문에, 관광업이 경제에서 가장 중요한 비중을 차지하는 작은 섬나라의 경우에는 직접적으로 적용하기 힘들다는 한계점이 있었다. 본 연구는 기존연구에서 다루지 않았던 작은 섬 지역의 관광산업에서 수요 측면을 통한 지속적인 성장에 관한 것이다. 특히, 사이판 지역의 관광 수요를 예측하고자, 사용 가능한 예측 모형의 정확성을 검토한 후 적합한 모형을 제시하였다. 사이판과 같이 작은 섬은 전체 경제에서 관광산업이 차지하는 비중이 매우 중대하므로 관광 수요 예측은 중앙 및 지방정부의 정책입안자에게 중요한 업무일 것이다. 즉 관광 수요 예측의 정확성을 높이기 위해서는 적절한 수요예측모형을 선정하는 것이 더욱 중요하다는 것을 의미한다. 이러한 점에서 본 연구는 기존연구를 확장하여 연구의 완성도를 높였으며, 중요한 정책적 시사점과 공헌 점을 제시하고 있다. 본 연구는 2006년부터 2016년까지 한국, 중국, 일본의 사이판 방문객 수를 Marianas Visitors Authority의 일본 공식 웹사이트에서 추출하였다. 다양한 시계열 추정모형 중에서 본 연구의 분석 방법으로 autoregressive integrated moving average (ARIMA)와 Error-trend-seasonal (ETS) 모델들을 고려하였다. 이 두 가지의 시계열 모형은 시계열 자료에서 흔히 나타나는 계절성(seasonality), 경향(trend), 주기(cycle)와 같은 특성을 통제하기에 적합하다고 알려져 있다. 시계열 분석 방법을 이용하여 2017년의 월별 한국, 중국, 일본의 사이판 방문객 수를 추정하였다. 먼저, 본 연구는 ARIMA와 ETS 모델의 예측 정확성을 비교 검증하였다. 이를 위해 손실함수 (예를 들어 mean error, mean absolute scaled error, mean absolute error, mean percentage error, and mean absolute percentage error)를 이용하였고, 두 모델 중에서 작은 섬의 경우 어떠한 모델이 더 적합한지 판단하였다. 즉, 중국, 일본과 한국에서의 해외 여행객 유입의 시계열 자료를 이용하여 모델 보정 및 다양한 모델의 정확성을 측정하는 변수들을 이용하여 사이판과 같이 작은 섬나라의 경우에 더 적합한 예측모형을 제시하였다. 예측 정확성을 비교해 본 결과 본 연구에 이용되는 시계열 자료에서는 ETS 모델이 예측력이 뛰어난 것으로 나타났다. ETS 모델을 이용해서 2017년 여름철 한국, 중국, 일본의 사이판 방문객 수를 각각 추정하였다 (80%와 95% 신뢰구간). 중국 방문객의 경우 17,912-19,428여 명, 일본 방문객의 경우 4,078-6,350여 명, 한국 방문객의 경우 18,902-20,587여 명으로 추정되었다. 특히, 5월에서 8월 사이의 여행객 숫자의 변화가 크지 않다는 것을 볼 수 있었다. 본 연구의 결과를 통해서 도출할 수 있는 점은 사이판의 지속가능한 관광업을 도입하기 위해 섬에 방문하는 방문객 수에 대한 최대허용치를 관리해야 한다는 것이다. 이는 관광업이 나라 경제에 매우 중요한 요소이기도 하면서 환경과 자연자원과 원주민의 문화 등을 보호하는 것 또한 간과할 수 없기 때문이다. 따라서 이 둘 간의 균형적 발전을 위해서 관광 방문객 수에 대한 상한(cap)을 도입하는 정책적 시도가 필요하다고 본다. 관광산업이 지역경제에 파급효과가 큰 나라의 경우, 본 연구에서 제안되는 추정 모델을 통해 지속적인 경제성장을 이루는 정책 방향을 도출할 수 있을 것이다.
