The basic goal of civil education is to create a happy society for all citizens by actively participating in community affairs in a situation where everyone is free, and by caring and trusting their neighbors. Civil education is the creation of social capital in the process of practicing participation, consideration and trust by all citizens, not by certain individuals, and it should be recognized that social capital for individual well-being will soon be increased. The important fact is that all education starts at home. School education is acquired based on domestic education. In the course of learning from home to school, students should be made up of the level of avitus, which parents practice should be based on. In other words, the timing of civil education should not start from school, but be culturally acquired at home. Therefore, starting from domestic education, after school education, the education that can be practiced in achieving a safe and happy society should be made by accumulating social resources through the lifelong education system.

시민교육의 기본적 목표는 체계화된 교육을 통해 시민들이 모두가 자유로운 상황에서 공동체의 일에 적극 적으로 참여하고, 이웃을 배려하고 신뢰함으로써 사회자본을 높여 시민 모두가 행복한 사회를 만들고자 하는 데 목적이 있다. 시민교육은 특정 개인이 아닌 시민 모두가 참여와 배려, 신뢰를 실천하는 과정에서 사회자본 이 만들어 진다는 것이고, 이는 곧 개인의 행복을 위한 사회자본이 많아진다는 것을 인식해야 한다. 중요한 사 실은 모든 교육은 가정에서 출발한다는 사실이다. 가정교육을 바탕으로 학교교육이 습득된다. 가정에서 학교 로 이어지는 학습과정에서 학생들에게는 아비투스(Habitus)의 차원으로 이루어져야 하며, 이는 부모들의 실천 이 토대가 되어야 한다. 즉, 시민교육 시작시기가 학교에서 출발하는 것이 아니라 가정에서 문화적으로 습득되 어야 한다는 것이다. 따라서 시민교육은 가정교육에서 출발하여 학교교육을 거쳐 평생교육 시스템을 통해 사 회자본을 축적하여 안전하고 행복한 사회를 이룩하는데 실천할 수 있는 교육이 이루어져야 한다.
