The purpose of this study is to suggest the problems of safety management and its improvement plan based on the survey on the actual condition of safety management in small scale sports facility. The subjects of the study were billiards, fitness centers, golf practice ranges, and 1,000 sports gymnasiums, which are classified as small-scale industries among registered and registered sports facilities. The survey was conducted on-site, focusing on the Physical Facilities Act, whether to insure sports facilities, and the placement of physical education leaders. The conclusions are as follows. First, in terms of laws on the installation and use of sports facilities, mandatory installation of safety rules in consideration of sport characteristics in all sports facilities, mandatory provision of emergency room and first-aid medications, development of safety check checklists for each sports facility, and regular operation of sports facilities･ Mandatory safety education for managers. Second, mandatory insurance for sports facility insurance and placement of physical education leaders. institutional arrangements for training and placement of physical education leaders.

본 연구는 소규모 체육시설업의 안전관리 실태조사를 기반으로 안전관리의 문제점과 그 개선방안을 제시하는데 본 연구의 목적이 있다. 연구 대상은 등록･신고 체육시설업 중 소규모 업종으로 구분되는 당구장, 체력단련장, 골프연습장, 체육도장 1,000개 소 이다. 연구 방법은 설문 및 시설 현장조사이며, 체육시설법 안전수칙 준수 여부, 체육시설 보험가입 여부, 체육지도자 배치 여부 등이 안전 관리 전반에 대한 내용을 조사하였다. 실태 분석을 통해 도출된 결론은 다음과 같다. 첫째, 체육시설의 설치･이용에 관한 법률에 의한 안전관리와 관련하여 모든 체육시설에 종목특성을 고려한 안전수 칙 설치 의무화, 응급실 및 구급약품 구비 의무화, 각 종목별 체육시설 특성에 맞는 안전점검 체크리스트 개발, 정기적 체육시설업 운영･관리자의 안전교육 의무화가 필요하다. 둘째, 체육시설 보험가입 및 체육지도자 배치 측면에서는 체육 시설 보험가입 의무화, 체육지도자 양성과 배치에 대한 제도적 장치 마련 및 체육지도자 양성 시 응급처치법 교육과정 필수화가 필요하다.
